Striving to be a prototype for the nation, WinstonNet employs innovative technology throughout Forsyth County to set the standard for ubiquitous computing nationwide. Digital Bridges Forsyth (digitalbridgesforsyth.org), a community collaborative and program of WinstonNet, seeks a dynamic and detail-oriented Project Manager to lead the CORE Project Phase 2 as an Independent Contractor.

Position Title: Project Manager – CORE Project Phase 2 (Independent Contractor)
Organization: WinstonNet – Digital Bridges Forsyth (DBF)
Location: Hybrid (Remote with an expectation to frequent the construction site located at the Martin Luther King, Jr. Community Center), Winston-Salem, NC. Project manager must be local.
Contract Duration: Approximately 7 months - up to 600 hours
Payment: $65.00 per hour

Position Summary
WinstonNet's Digital Bridges Forsyth (DBF)program is seeking an experienced Project Manager to lead the planning, coordination, procurement, implementation, and successful completion of the CORE Project Phase 2 at the Martin Luther King, Jr. (MLK) Community Center.
The Project Manager will support oversight of the design, construction, technology procurement, installation, and implementation of two innovative technology learning environments:
- Computer Arts & Music (CAM) Lab
- Specialty Computer Training Lab
Beyond construction and technology implementation, the contractor will develop the operational framework necessary to launch sustainable technical training programs, establish strategic workforce development partnerships, and position the Specialty Lab as a community hub for digital skills training, credential attainment, and career advancement.
A successful contractor will work collaboratively with WinstonNet, the City of Winston-Salem, vendors, contractors, technology training partners, and community stakeholders to ensure the project is completed on time, within budget, and in accordance with established quality standards.
Primary Responsibilities
Project Planning & Management
- Develop and maintain the comprehensive CORE Project Phase 2 Project Plan.
- Establish project timelines, milestones, deliverables, and resource requirements.
- Coordinate all phases of the project from planning through implementation.
- Monitor project schedules and identify risks affecting project completion.
- Provide regular status updates to WinstonNet leadership.
- Ensure project objectives remain aligned with organizational goals.
- Have the ability to support networking needs on-site
- Participate in weekly project meetings
- Coordinate communication among contractors, partners, and stakeholders
- Monitor construction progress and project milestones
- Serve as on‑site liaison for coordination and issue resolution
- Support outreach, marketing, and public awareness efforts
- Document activities and complete required reports
Requirements Analysis
- Complete project requirements and needs assessments.
- Collaborate with stakeholders to define technical, operational, and facility requirements.
- Document project specifications and functional requirements.
Procurement & Vendor Coordination
- Conduct market research for technology equipment and services.
- Develop procurement recommendations.
- Coordinate purchasing activities for technology, furniture, and related equipment.
- Work with vendors throughout the ordering, delivery, installation, and acceptance processes.
Construction & Technology Implementation
- Coordinate design/build activities for both technology labs.
- Oversee installation of computers, networking equipment, furniture, and specialized technology.
- Ensure construction and technology implementation remain on schedule.
- Coordinate technical resources during implementation.
Stakeholder Communication
- Serve as the primary project management liaison on behalf of WinstonNet with City staff, contractors, vendors, and community partners.
- Schedule and facilitate project meetings.
- Maintain project documentation and meeting notes.
- Communicate project risks and proposed solutions.
Project Monitoring & Quality Assurance
- Track project performance against scope, timeline, and budget.
- Monitor contractor and vendor performance.
- Ensure quality standards are met throughout the project lifecycle.
- Recommend corrective actions when necessary.
Change Management
- Evaluate requested changes to project scope.
- Assess schedule and budget impacts.
- Present recommendations for review and approval.
- Update project documentation as needed.
Project Closeout
- Verify completion of all deliverables.
- Coordinate final inspections and project acceptance.
- Document lessons learned.
- Deliver final project reports and supporting documentation.
Required Qualifications
- Bachelor's degree in Information Technology, Computer Science, Business, Project Management, or related field (or equivalent professional experience).
- Demonstrated experience managing technology implementation or construction-related IT projects.
- Experience coordinating multiple vendors and contractors.
- Strong knowledge of technology procurement processes.
- Excellent organizational and communication skills.
- Ability to manage multiple priorities and deadlines.
Preferred Qualifications
- Project Management Professional (PMP) certification.
- Experience using Project Management Institute (PMI) methodologies.
- Knowledge of Information Technology Infrastructure Library (ITIL) best practices.
- Experience managing community technology initiatives.
- Experience overseeing technology lab design and implementation.
- Familiarity with public-sector or non-profit technology projects.

Reporting Relationship
The Independent Project Manager will report directly to WinstonNet leadership and work closely with Digital Bridges Forsyth staff, the oversight committee, the City of Winston-Salem, contractors, technology vendors, and community stakeholders.
