JOB TITLE: Coordinator of Capital ProjectsREPORTS TO: Director of FacilitiesLOCATION: Worcester Public Schools, Worcester, MassachusettsACCOUNTABILITY OBJECTIVE: The Capital Projects Manager provides leadership, strategic direction, and comprehensive oversight for the planning, design, financial governance, and execution of all capital infrastructure projects across the district. This leadership role is responsible for a capital portfolio that includes accelerated repair projects, building renovations, district-wide modernization initiatives and facilitation of new school construction. Reporting directly to the Director of Facilities, the position will lead and manage all phases of district capital projects from initial planning and design through procurement, construction, and closeout that ensures effective oversight of timelines, budgets, and resources. PRINCIPAL RESPONSIBILITIES: - Lead and manage all phases of district capital projects from initial planning and design through procurement, construction, and closeout to ensure effective oversight of timelines, budgets, and resources.- Collaborate on the creation and ongoing management of a comprehensive long-term capital improvement plan that targets the districts most urgent infrastructure needs.
- Lead facility assessments and feasibility studies to identify and prioritize projects, with a focus on safety, operational efficiency, and their impact on the educational environment.- Serve as the district's primary liaison to municipal, state, and regulatory authorities, including the City Purchasing Department, Public Works, Building Inspectors, and the Massachusetts School Building Authority (MSBA) for district projects.- Drive strategic initiatives to secure and leverage alternative funding mechanisms, including state/federal grants, and green energy incentives.- Oversee capital project budgeting and finance, including cost forecasting, expenditure tracking, and preparation of estimates to prevent overruns; lead procurement of professional services and contractors (e.g. architects, engineers, etc.) in compliance with district and municipal policies, and support funding efforts through grants, bonds, or other financing mechanisms.- Collaborates with City Procurement Officer on procurement of professional services (e.g., Owner's Project Managers (OPM), Registered Architects, Lead Engineers, and General Contractors) in strict compliance with Massachusetts General Laws (MGL) Chapter 149 and 149A.- Maintain comprehensive project documentation throughout the lifecycle, including drawings, proposals, contracts, progress reviews, inspections, and stakeholder communications.- Responsible for compliance with all building codes, historical commission guidelines,environmental mandates, accessibility standards (ADA/MAAB), and safetyregulations (OSHA).- Represent the district in public forums, including school committee meetings, andcommunity forums that deliver compelling, data-driven presentations to buildconsensus among stakeholders.- Manage annual funding allocation for district equipment that includes replacement of vehicles and other bulk equipment district purchases.- Perform other job-related duties as assigned. REQUIRED QUALIFICATIONS: - Bachelors degree in Civil Engineering, Architecture, Construction Management, Facilities Management, or a related field.- Minimum of three (3) years of experience in project management, capital planning, or a related role, preferably within a public or educational setting.- Strong proficiency in project management principles, construction processes, and public procurement, complemented by excellent negotiation, communication, and problem-solving skills; proven ability to collaborate with diverse stakeholders, including government officials.- General knowledge of key trades (plumbing, electrical, carpentry, HVAC), deep understanding of building codes, accessibility standards, and safety regulations (e.g., OSHA), along with demonstrated proficiency in industry-standard project management software.- Demonstrates strong communication, organizational, and interpersonal skills to work effectively with diverse stakeholders, including staff, students, contractors, and community members, and presents project plans to public and outwardfacing audiences.- Valid Massachusetts Drivers License PREFERRED QUALIFICATIONS: - Master's degree in Civil Engineering, Architecture, Construction Management, Facilities Management, or a Master of Business Administration (MBA) with a concentration in Operations/Infrastructure.- Six plus (6+) years of experience in project management, capital planning, or a related role, preferably within a public or educational setting. - Experience with aging infrastructure and large-scale urban development projects, a plus.- Professional licensure or certification, such as: Certified Construction Manager (CCM), Project Management Professional (PMP), - Certified Facility Manager (CFM), Registered Professional Engineer (PE) or Registered Architect (RA)- Designation as a Massachusetts Certified Public Purchasing Official (MCPPO) or ability to get within a year.
SALARY: $119,360-$155,167 based on experience and qualificationsWORK YEAR: 12 months WORK DAY: 8:00 a.m. - 4:00 p.m. ENVIRONMENT: This is a full-time, professional position that may require work at times outside of regular work hours when necessary to perform responsibilities.
