The State Recruiting Office will refer all inquiries regarding this exempt position to the Department of Commerce and Consumer Affairs.
The function of this organizational unit is to conduct field investigations of consumer and staff-initiated complaints and to handle inquiries from the general public concerning the Hawaii Residential Landlord-Tenant Code. The Investigator is an advanced trainee responsible for gathering information, analyzing laws and regulations, interviewing witnesses, preparing written reports, providing information to the public, and performing other related duties as assigned. The Investigator works under the supervision of higher level investigators, may be assigned segments of or entire investigative cases, and observes higher level investigators. Completed work is reviewed for timeliness, quality, quantity, accuracy, adequacy and to assess the Investigator's work progress.
Education: Graduation from an accredited four (4) year college or university with a bachelor degree.
Excess work experience as described under the Specialized Experience, below, or any other responsible administrative, professional or analytical work experience that provide knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis.
Experience: Six (6) months of progressively responsible professional investigative experience which demonstrated: (1) initiative, ingenuity, resourcefulness, and judgment required to collect, assemble, and develop facts and other pertinent date; (2) ability to think logically and objectively, to analyze and evaluate facts, evidence and related information, and arrive at sound conclusion; (3) skill in preparing written and oral reports and presenting investigative findings in a clear and concise manner; and (4) fact, discretion, and capacity for obtaining the cooperation and confidence of others.
Knowledge: Knowledge of social sciences, report writing, interviewing methods and techniques.
Skills/Abilities: Learn and apply the techniques of investigating, gathering, reviewing and analyzing information, deal effectively with the public, conducting effective interviews, learn and interpret applicable laws and rules, determine applicability of laws and rules in the cases, and write clear and concise reports. Communicate verbally and in writing clearly.

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment from the department head or designee at any time.
