The goal of the Public Works Department is to support and enhance the quality of life for community members by delivering responsive and efficient services to all neighborhoods and to maintain reliable and cost-effective public works facilities and systems in a manner that emphasizes customer satisfaction and good stewardship of natural, fiscal, and staff resources.
About the Position
The Public Works Business Manager is responsible for a variety of complex and advanced accounting, financial management, auditing, and budgeting functions. The position produces the Public Works Budget, manages department financial plans, recommends utility and transportation rates to sustain services and meet department objectives. The position oversees department-wide purchasing and payment processes, manages the financial aspects of grants and agreements to ensure compliance with terms and local, state, and federal regulations, and supervises support staff responsible for purchasing and payment activities.

Qualifying Experience / Education

Bachelor's degree in accounting, finance, business administration or management, or related field and four years of progressively responsible experience in government accounting or closely related field.

Two years of supervisory or leadwork experience.
Desired Qualifications-
Work experience with a municipal public works department.
Certifications / Licenses-
Possession of and the ability to maintain a valid Oregon Driver’s License.

CPA license preferred.
Knowledge / Skills / Abilities
Knowledge of: Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Principles; automated accounting systems and procedures, practices, and principles of budgeting and municipal finance; the laws and regulations governing budgeting and municipal finance; the practices and principles of public/business administration practices and decision making; the strategic planning methods with an emphasis on services related to accounting and municipal finances; public purchasing and contracting laws and regulations; FAA, FTA, funding financial rules and regulations; and human resources management practices.
Skill in: Strong leadership and organization; written and oral communication; analysis and decision-making.
Ability to: manage services provided in a professional manner that supports department success, complies with regulations, and reflects positively on the organization; understand and exercise good judgement in the evaluation of complex information and alternatives related to program and policy development; delegate and review the work of subordinate professional and technical staff; develop budgets and allocate resources; work under time constraints, manage evolving situations, perform multiple tasks effectively, evaluate and motivate staff to maximize organizational efficiency and effectiveness; manage and supervise employees; formulate goals and establish workgroup plans, and procedures; speak in public, make presentations, negotiate contracts, and facilitate meetings; be diplomatic in emotionally charged situations and bring a diverse group to consensus; develop positive working relationships with officials, industry representatives, the community, and city staff; apply independent judgment, solve complex problems and prioritize support activities and programs in a cost effective manner; effectively participate in department management team; use the following tools and/or equipment: multi-line phone system, personal computer including word processing, spreadsheet, and data base software, copy and fax machines, calculator, automobile or truck, and other related tools and equipment.
