LAND BANK ASSET MANAGER
Job Overview
The DeKalb Regional Land Bank Authority (DRLBA) is an independent quasi-governmental agency that partners with community organizations, government entities, and other stakeholders to advance the mutual interests of the communities it serves. DRLBA’s mission is to return non-tax revenue-generating properties located within DeKalb County to productive, taxable uses that support local community, governmental, commercial, and environmentally responsible objectives while stabilizing neighborhoods and surrounding areas.
The DeKalb Regional Land Bank Authority is seeking a highly experienced and results-oriented Land Bank Asset Manager to oversee the management, acquisition, disposition, and strategic utilization of the Land Bank’s real property portfolio.
The Asset Manager will have primary responsibility for overseeing acquisition and disposition transactions involving the Land Bank’s real property assets, from initial property evaluation and due diligence through closing, transfer, and post-closing compliance. This position will manage the Land Bank’s vacant property inventory and work closely with the Executive Director, Board of Directors, attorneys, contractors, developers, government agencies, community stakeholders, and prospective purchasers to maximize the productive reuse of Land Bank properties.
The ideal candidate must have a proven track record of acquiring and selling real estate and should possess a minimum of 10 years of demonstrated professional experience in real estate transactions, development, construction, property management, or a closely related field. The successful candidate must be comfortable evaluating real estate opportunities, negotiating transactions, coordinating due diligence and closings, marketing properties, evaluating development proposals, and ensuring that properties are positioned for successful redevelopment and return to the tax rolls.
This is a hands-on position requiring exceptional organizational skills, sound real estate judgment, attention to detail, strong communication and negotiation skills, and the ability to manage multiple transactions and projects simultaneously.
Key Responsibilities
Real Estate Acquisition & Disposition
- Lead and oversee the Land Bank’s real estate acquisition and disposition activities, including the evaluation, negotiation, documentation, and closing of real property transactions.
- Identify and evaluate potential properties for acquisition based on marketability, development potential, neighborhood impact, title, physical condition, zoning, environmental considerations, and alignment with Land Bank objectives.
- Develop acquisition strategies and recommendations for properties determined to be appropriate for Land Bank ownership.
- Coordinate property due diligence, including title, survey, zoning, environmental, tax, code compliance, physical condition, and other relevant investigations.
- Develop and implement disposition strategies designed to return properties to productive, taxable use.
- Market and promote Land Bank properties to qualified buyers, developers, builders, investors, nonprofit organizations, and other appropriate parties.
- Review and evaluate offers, purchase proposals, development plans, and prospective purchasers.
- Negotiate purchase and sale terms within established Land Bank policies, procedures, and authority.
- Coordinate with legal counsel and other professionals to facilitate real estate closings and ensure proper execution and recording of transaction documents.
- Monitor and manage post-closing requirements, development obligations, and other contractual conditions associated with property dispositions.
- Maintain accurate and current records of all acquisition and disposition transactions.
Asset & Property Portfolio Management
- Manage the Land Bank’s vacant property inventory and maintain accurate, current information regarding each property.
- Maintain current listings of all Land Bank properties on the organization’s website and other approved marketing platforms.
- Monitor activities occurring on or involving Land Bank properties.
- Ensure that Land Bank properties are properly maintained, secured, insured, and compliant with applicable requirements.
- Evaluate property conditions and identify needed repairs, improvements, maintenance, and stabilization activities.
- Coordinate contractors and vendors performing repairs, maintenance, improvements, demolition, or other work on Land Bank properties.
- Serve as the Land Bank’s project coordinator/general contractor representative for property repairs and improvements as needed.
- Assist in developing property-specific asset management and disposition plans.
Development & Project Review
- Assist the Executive Director and Board of Directors in reviewing, vetting, and evaluating development project plan applications.
- Evaluate proposed development plans for feasibility, marketability, financial viability, zoning compatibility, and consistency with Land Bank objectives.
- Assist with the selection and oversight of contractors for major Land Bank projects.
- Work with developers, builders, contractors, architects, engineers, government agencies, and other professionals to facilitate successful redevelopment of Land Bank properties.
- Monitor approved development projects and assist in ensuring that purchasers and developers satisfy contractual development requirements.
Compliance, Administration & Stakeholder Relations
- Learn, understand, and apply all applicable Land Bank laws, programs, policies, procedures, and governing requirements.
- Ensure that acquisition and disposition activities are conducted in accordance with applicable laws, policies, procedures, and Board-approved requirements.
- Prepare and maintain transaction files, property records, reports, and documentation.
- Provide timely and accurate reports to the Executive Director and Board of Directors regarding the status of the Land Bank’s real estate portfolio, acquisition pipeline, disposition activities, and development projects.
- Establish and maintain professional relationships with property owners, buyers, developers, contractors, real estate professionals, government agencies, community organizations, and other Land Bank stakeholders.
- Provide exceptional customer service and effectively address questions, concerns, and conflicts involving Land Bank properties and transactions.
- Perform other duties and responsibilities as assigned by the Executive Director.
Education & Experience Requirements
Minimum Requirements:
- Bachelor’s degree in construction science, real estate, business administration, engineering, or another related field and a minimum of 10 years of proven professional experience in real estate acquisition, disposition, development, construction, single-family or multifamily housing development, property management, or related fields;

- 10+ years of proven professional experience in real estate acquisition and disposition, construction, single-family or multifamily housing development, property management, or related fields.
Required Real Estate Transaction Experience
- Minimum of 10 years of demonstrated experience acquiring and selling real estate.
- Proven record of successfully completing real estate acquisition and disposition transactions.
- Demonstrated experience evaluating properties and determining acquisition and disposition strategies.
- Experience negotiating purchase and sale agreements and other real estate transaction documents.
- Experience coordinating due diligence, title, surveys, inspections, appraisals, closings, and other components of real estate transactions.
- Experience working with developers, builders, investors, brokers, attorneys, contractors, government agencies, and other real estate professionals.
- Experience managing multiple real estate transactions and projects simultaneously.
Required Skills & Competencies

- Ability to manage multiple transactions, projects, deadlines, and stakeholders simultaneously.
- Strong written and verbal communication skills.
- Proficient in office software applications for reporting, documentation, and communication purposes.
- Experience with Computerized Maintenance Management Systems (CMMS) is advantageous.
- Ability to work effectively in a quasi-governmental/public-sector environment while maintaining a high level of professionalism, confidentiality, accountability, and integrity.
