Summary
The Warrants Clerk / Emergency Communications Officer is responsible for maintaining and processing criminal warrants, orders and protection orders, entering and validating records within applicable state and national databases, and providing emergency communications services as a certified dispatcher. This position primarily serves as the warrants clerk supporting law enforcement agencies through warrant management and is subject to performing the duties of a telecommunicator if needed, answering emergency and non-emergency calls, dispatching public safety resources, and coordinating communications during critical incidents. The position of warrants clerk reports directly to the Operations Manager. The employee must maintain strict confidentiality, ensure compliance with applicable laws and regulations, and provide professional customer service to law enforcement personnel, court officials, and the public.
Work Schedule
· Monday – Friday 8:00a.m – 5:00p.m.
· Occasionally after hours work as needed
Essential Functions
· Serve as the agency Terminal Agency Coordinator (TAC), coordinating with all levels of law enforcement, courts, magistrates, commonwealth attorneys, and other entitled parties to ensure compliance with Virginia State Police (VSP) and Federal Bureau of Investigation (FBI) requirements.
· Maintain accurate training and certificate requirements for all personnel who perform functions associated with database queries through VCIN/NCIC.
· Enter and maintain accurate warrant information into the agency’s records management system.
· Receive, review, process, and maintain criminal and civil warrants received from courts and law enforcement agencies.
· Verify warrant information for completeness and accuracy, making needed modifications and adding additional supplemental information to enhance officer safety.
· Enter, modify, clear, cancel, and validate records in VCIN, NCIC, CAD, RMS, and other authorized systems.
· Conduct monthly validations as received from VSP.
· Coordinate with courts, law enforcement agencies, magistrates, and correctional facilities regarding warrant status and service.
· Maintain warrant files and records in accordance with state retention schedules and agency policies.
· Conduct periodic audits and validations of warrant records to ensure compliance with VSP and FBI protocols and regulations.
· Participate in VSP audits (typically every 3 years), both online and physical audits of entries, and security compliance.
· Generate reports related to warrants, protective orders, criminal summonses, and other legal processes.
· Assist with extradition documentation and confirmation of warrant entries when required.
· Respond to inquiries from law enforcement personnel, courts, magistrates, and other entitled parties regarding warrant and protective order status and related records.
· Coordinate with county Information Technology office to ensure servers and computer terminal equipment meet minimum required specifications for operations and security.
- Ensure compliance with all CJIS, VCIN, NCIC, and agency security requirements.
Emergency Communications and Dispatch Operations
· Answer 911 emergency and non-emergency calls for service.
· Obtain critical information from callers and determine appropriate response priorities.
· Dispatch law enforcement, fire, EMS, and other public safety resources using CAD and radio communications systems.
· Monitor multiple radio channels and maintain situational awareness of ongoing incidents.
· Provide emergency medical dispatch instructions as trained and authorized.
· Maintain accurate documentation of calls, incidents, and dispatched resources.
· Coordinate mutual aid and interagency communications during emergencies and large-scale incidents.
· Provide information and assistance to field personnel while maintaining officer and responder safety.
Administrative Responsibilities
· Maintain records and statistics and prepare reports assigned.
· Assist with records management and quality assurance initiatives.
· Participate in training, drills, exercises, and continuing education requirements.
· Maintain proficiency with all communications and records management systems.
- Perform other duties as assigned to support the mission of the 911 Communications Center.
Knowledge, Skills, and Abilities
· Knowledge of public safety communications procedures and practices.
· Knowledge of criminal justice information systems and warrant processing procedures.
· Ability to multitask in a high-stress environment while maintaining accuracy.
· Ability to communicate effectively both verbally and in writing.
· Ability to operate computer systems, CAD software, radio systems, and office equipment.
· Ability to maintain confidentiality of sensitive law enforcement information.
· Ability to establish and maintain effective working relationships with law enforcement agencies, court personnel, coworkers, and the public.
· Ability to interpret and apply policies, procedures, laws, and regulations.
· Detail oriented.
· Ability to work independently.
Education and Experience
· High school graduate or equivalent required.
· 1 year of office management experience.
- Minimum age of 18 years.
- Ability to successfully pass a criminal background investigation.
- Ability to obtain and maintain required state and federal certifications.
- Ability to work rotating shifts, nights, weekends, holidays, and during emergency situations.
Physical Requirements
· This work requires occasional exertion of up to 10 pounds of force.
· Work regularly requires walking, sitting, frequently requires speaking or hearing and using hands to finger, handle or feel.
· Occasionally requires standing, reaching with hands and arms, lifting and repetitive motions.
· Work has standard vision requirements.
· Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
· Hearing is required to perceive information at normal spoken word levels.
· Work requires preparing and analyzing written or computer data.
· Operating motor vehicles or equipment and observing general surroundings and activities.
· Work is generally in a moderately noisy location (e.g. business office, light traffic).
