Overview
The Vice President of Operations & Program Services serves as the organization’s senior leader responsible for daily operations, program quality, safety, and multi-site performance including club and school sites. Reporting directly to the CEO, this role translates strategic goals into operational execution, ensures high-quality youth development experiences, and builds the systems, staff capacity, and infrastructure needed for organizational excellence. The VP of Operations & Program Services oversees program services, a portion of human resources functions, facilities, technology, and compliance, while serving as a key partner to the CEO and Board of Directors. Provide advice and counsel to management in the development and implementation of policies and practices that comply with all applicable regulations and are consistent with Boys and Girls Clubs mission and values.
Key Roles
Leadership
· Lead the development and implementation of organizational infrastructure, in relation to need and available resources, to facilitate achievement of operational goals.
· In collaboration with the Chief Executive Officer, Board of Directors, Program Services Team Members, establish and implement policies and procedures for the effective management of Club human resources, ensuring compliance with federal, state and local regulations and community practice, as well as Boys and Girls Clubs mission and values.
· Direct all day-to-day operations across Club and School sites, ensuring alignment with Boys & Girls Clubs of America standards and youth development best practices.
· Evaluate program effectiveness, participation, and achievement of goals; recommend improvements to strengthen impact.
Strategic Planning
· Partner with the CEO and Board to set organizational priorities, operational goals, and long-term strategies.
· Lead the development and implementation of organizational infrastructure and systems that support growth and efficiency.
· Evaluate overall program effectiveness based on participation and achievement of stated goals; recommends modifications to improve program performance, as appropriate.
· Contribute to operational strategic planning, providing perspective on staffing and employee development needs to support strategic directions.
Safety & Risk Management
· Ensure a culture of safety across all sites, including facilities, vehicles, emergency procedures, and staff training.
· Maintain compliance with federal, state, and local regulations, as well as BGCA safety standards.
Board Development
· Provide regular updates to the CEO and Board on operational performance, safety, staffing, and strategic initiatives.
· Support Board committees as assigned.
Resource Management
· Collaborate with the CEO and Finance team on annual budget development; monitor expenditures and variances.
· Coordinate agency budget development; monitor and report variances in revenues and expenditures.
· Manage administrative and operational systems and processes, maintaining all employment and personnel records, ensuring compliance with legal requirements.
· Manage performance of Directors of Operations and Director of Technology & Facilities in achieving goals, providing technical assistance in program design, development, community relations and program operations.
· Ensure a productive work environment that encourages positive, effective working relationships and open communications, and that is respectful of the gender and cultural diversity of Club staff, volunteers and members. Take prompt, appropriate action to respond to conflicts between staff members.
· Support the recruitment and selection of staff with the qualifications necessary for successful performance, recommending recruitment sources and strategies and assuring the recruitment process and associated records are maintained in compliance with regulatory requirements.
· Plan and implement a staff development and training program.
Partnership Development
· Develop collaborative partnerships with other youth serving organizations, schools, members, parents, families and community organizations.
· Participate in activities to maintain good public relations for Club programs, services and activities and stimulate interest in employment opportunities with Boys & Girls Clubs.
· Represent the organization publicly and support marketing, public relations, and recruitment efforts.
Special Projects & Organizational Events
· Oversee major organizational events such as Youth of the Year, Central Valley Teen Conference, and other signature programs and events.
· Manage the master calendar, operational workflows, and cross-department coordination.
Additional Responsibilities
· May assist in the administration of restricted programs by overseeing program operations at each location; ensure the completion of required reports; and preparation of any required interagency reports.
· May be responsible for managing human resources programs and systems including recruitment, employee relations, compensation and benefits, training and development.
Relationships
Internal
· Maintain close, daily contact with Club staff (professional and volunteer), Club members, and supervisor to receive/provide information, discuss issues, explain guidelines/ instructions; instruct; and advise/counsel.
External
· Maintain contact with other Clubs, vendors, consultants, organizations, government agencies and others to achieve program goals and objectives, manage costs, share information and resolve problems.
Skills/Knowledge Requirements
· Bachelor's degree from an accredited college or university required. Master’s degree preferred.
· A minimum of eight to ten years’ work experience in non-profit agency operations management and supervision, with at least two years of progressively responsible experience in human resources management; or an equivalent combination of experience.
· Considerable knowledge of: the mission, objectives, policies, programs and procedures of Boys & Girls Clubs; of the principles and practices of non-profit organizations.
· Demonstrated ability to organize, direct and coordinate operations; in personnel supervision, the recruitment and retention of key personnel; facilities management; and budget management.
· Knowledge of regulatory requirements affecting human resources management.
· Strong communication skills, both verbal and written.
· Strong administrative and organizational skills.
· Scrupulous attention to detail and confidentiality.
· Ability to manage multiple tasks and to develop solutions to problems with limited supervision.
· Ability to establish and maintain effective working relationships with Club staff, subordinates, Board members, community groups, and other related agencies.

Compensation & Benefits
· Salary range: $90,000 - $120,000, commensurate with experience

· 100% Employer-Paid Pension - Eligible after completing 12 consecutive months of employment and at least 1,100 hours of service.
