Education and Experience: A High School diploma or GED or higher and seven (7) years of street, flood control, or storm water construction and/or field operations experience, including three (3) years of supervisory experience.
Licenses and Certificates: Valid Texas Class "A" Commercial Driver's License (CDL) or equivalent from another state by time of application. Certified Floodplain Manager required within one (1) year of appointment.
Under direction, plans, schedules, coordinates and supervises personnel and equipment engaged in the construction and maintenance of the City's storm water infrastructure.
Supervise personnel in assigned area of construction and maintenance operations. Involves: Assist in planning, developing and implementing street and stormwater construction, maintenance, and rehabilitation projects. Assist in developing and recommending specifications for equipment, construction materials, and services. Supervise and inspect completed projects by contractors. Assist in implementation of the El Paso Water (EPW) Master Storm Water Management Plan. Coordinate grading and drainage inspection, erosion and sediment control plans and public improvement plans. Supervise drainage maintenance and annual general drainage work programs. Cooperate with other departments on stormwater projects in the coordination of heavy hauling, lifting, grading and development of land, earth moving, excavating, concrete work, minor building construction, erection and maintenance, geotechnical procedures, demolitions and disposal of unsafe debris. Inspect and coordinate major construction and rehabilitation projects with other departments and entities. Respond to emergency situations.
Provide technical construction project assistance. Involves: Read and interpret engineering and construction plans to identify proper design, make onsite changes, and conduct preconstruction site inspections and reports. Prepare cost estimates and reports. Responsible for soil erosion control inspection. Participate in asset and construction inspections accepting workload. Meet with and coordinate services with other departments and utilities to inspect and gather information related to current, upcoming and proposed construction and maintenance projects. Receive input on design considerations related to relocation of utilities, utility upgrades, and storm water diversion etc, prior to project startup. Monitors appropriate legislative and regulatory actions related to stormwater. Operate flood gates and operating valves. Manage and enforce safety plan by Inspecting and issuing required safety equipment, documents, and mentor staff on corresponding subjects. Address work site safety issues as per policy and regulations. Inspect fleet equipment for safety and operational capability on a regular basis.
Coordinate stormwater management operations. Involves: Manage operational planning, budget oversight, procurement coordination, and preventive maintenance scheduling. Prepare cost estimates, monitor expenditures, evaluate contractor proposals, and ensure compliance with procurement and operational requirements. Serve as a liaison for operational communication, address customer concerns, support public education on stormwater and erosion control practices, and provide on-site leadership to ensure projects and maintenance activities are completed efficiently and in compliance with applicable standards and regulations. Coordinate and inspect public works and stormwater maintenance projects, support emergency response operations, and collaborate with public safety agencies during emergency situations.
Supervise assigned staff. Involves: Schedule assign, instruct in, guide and check work. Appraise employee performance and review evaluations by subordinates. Provide for training and development; enforce personnel rules and regulations, and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, or other employee status changes. Enforce safety rules and regulations.
