Position Summary
The Heavy Civil Excavation & Earthwork Project Manager is responsible for planning, coordinating, and overseeing all aspects of excavation, grading, underground utility, and site development projects from pre-construction through project closeout. This role ensures projects are completed safely, on schedule, within budget, and in compliance with contract documents, company standards, and regulatory requirements.
The Project Manager works closely with owners, estimators, superintendents, subcontractors, vendors, engineers, and field personnel to successfully execute heavy civil construction projects including mass grading, road construction, utility installation, erosion control, and large-scale earthmoving operations.
Essential Duties & Responsibilities
Project Planning & Management
- Manage multiple heavy civil excavation and earthwork projects simultaneously.
- Review contracts, plans, specifications, geotechnical reports, and bid documents.
- Develop project schedules, manpower forecasts, equipment plans, and production targets.
- Coordinate project startup activities including permits, utility locates, environmental compliance, and subcontractor onboarding.
- Establish project budgets and monitor cost performance throughout the project lifecycle.
- Lead project meetings with owners, engineers, inspectors, and internal teams.
- Ensure project milestones and deadlines are achieved.
Estimating & Cost Control
- Work with estimating teams during project handoff and preconstruction phases.
- Track quantities, production rates, trucking costs, fuel usage, and equipment utilization.
- Manage change orders, RFIs, and extra work documentation.
- Review and approve vendor invoices, subcontractor pay applications, and equipment charges.
- Prepare monthly cost projections and profitability reports.
- Identify and mitigate project risks affecting budget or schedule.
Field Coordination
- Coordinate daily operations with superintendents and foremen.
- Monitor excavation, grading, compaction, trenching, hauling, and utility installation activities.
- Ensure proper sequencing of work and efficient equipment utilization.
- Assist field teams with problem solving, production improvements, and schedule recovery.
- Verify compliance with grading tolerances, site plans, and quality standards.
- Coordinate survey/layout needs and machine control requirements.
Safety & Compliance
- Promote and enforce company safety policies and OSHA compliance.
- Participate in safety meetings, jobsite inspections, and incident investigations.
- Ensure excavation safety standards are followed including trench protection and utility safety.
- Maintain compliance with environmental regulations, SWPPP requirements, and erosion control standards.
- Ensure all required documentation and certifications are current.
Client & Stakeholder Relations
- Maintain strong relationships with owners, developers, municipalities, engineers, and subcontractors.
- Serve as the primary point of contact for project communication.
- Provide project updates, progress reports, and schedule impacts to stakeholders.
- Resolve disputes and project issues professionally and efficiently.
- Support business development and repeat client opportunities.
Documentation & Reporting
- Maintain accurate project documentation including:
- Daily reports
- Change orders
- RFIs
- Submittals
- Material tracking
- Quantity tracking
- Progress billing
- Equipment utilization reports
- Job cost reports
- Prepare and submit monthly owner pay applications.
- Maintain organized digital and physical project files.
Required Qualifications
- Bachelor’s degree in Construction Management, Civil Engineering, or related field preferred.
- Equivalent field experience in heavy civil construction may substitute for degree requirements.
- 2+ years of project management experience in heavy civil excavation, grading, or earthwork construction.
- Strong understanding of:

- Ability to read and interpret civil construction plans and specifications.
- Experience managing subcontractors, schedules, and project budgets.

- Strong organizational, leadership, and communication skills.
Pay: $100,000.00 - $120,000.00 per year
