JOB OVERVIEW
The TWU Local 100-NYCT Training & Upgrading Fund and Childcare Fund seek to hire a Manager of Administration & Business Operations to support the daily management and operations of both Funds. The Funds are jointly administered by a Board of Trustees, which is comprised of an equal number of trustees appointed by the Transport Workers Union Local 100, AFL-CIO (“Union”) and the Metropolitan Transportation Authority (“MTA”)/New York City Transit Authority (“Transit”). Based in Downtown Brooklyn, the Training Fund provides career advancement and skills training for union members in the transit system, while the Childcare Fund helps members access affordable, high-quality childcare. The Manager is responsible for working with the two Fund Directors to manage the daily operations and administration of the Funds. The Manager will report to the Fund Directors and has reporting responsibilities to the Board of Trustees at their monthly meetings and upon request, playing a key role in ensuring efficient and effective fund operations.
As a manager additional duties and responsibilities may be assigned as needed.
GENERAL OPERATIONS:
- In partnership with the Funds’ Directors, analyzes current processes in order to recommend and implement procedural and/or policy changes to improve operations in the designated functional areas. Offer advice for business matters, operational policies and procedures, and new initiatives to successfully achieve annual goals and objectives.
- Maintain vendor and subcontractor relationships as it relates to the designated functional areas.
- Oversee the management of the facility, including the development and implementation of policies and procedures (as it relates to space usage, security of equipment, and allocation of resources).
- Develop and monitor key performance indicators to improve administrative operations.
- Collaborate with leadership to create long-term and short-term operating plans.
- Work with internal IT staff and external vendor(s) to identify technology solutions to improve data management and database utilization.
FINANCE
- Work with accounting staff and financial vendors (if applicable) to develop and implement sound financial practices. Oversee budgeting process and implementation of fiscal metrics.
- Responsible for payroll processing, monthly reconciliations, review and preparation of financial statements, and oversee the day-to-day accounting functions for both Funds.
- Ensure that fiscal staff members are adhering to Generally Accepted Accounting Principles (GAAP) and that appropriate checks and balances are implemented.
- Work with external auditors in the preparation of the annual reports and tax filings.
- Work with program staff to identify and meet financial objectives.
HUMAN RESOURCES
- Evaluate current human resources policies and procedures, identify outsourcing opportunities, and make vendor recommendations.
- Ensure that all in-house human resource functions adhere to the standard of the field.
- Identify current vulnerabilities in human resource operations and suggest and implement quality improvements.
VENDOR ACQUISITION
- Develop or modify Requests for Proposals (RFPs) when a new external vendor is needed to serve the interest of the Funds.
- Serve as the lead administrator over the vendor selection process, including overseeing the review of vendor proposals.
- Serve as advisor to the Fund Directors and Board of Trustees as it relates to the evaluation and selection of prospective vendors.
MINIMUM QUALIFICATIONS
- Bachelor's degree in Business Administration, Finance, or related field.
- 10 years of experience in business management, HR, or finance, with five or more years serving in a senior management position.
- Senior management experience in an organization with a minimum of 10 employees and an annual budget in excess of $5 million.
- Experience directly managing a minimum of three staff members.
- Excellent oral and written communication skills, with the ability to deliver effective presentations. Experience delivering complex information in a simple yet effective manner to various audiences. Experience in planning, administering, and controlling budgets.
- Strategic and creative thinker who can transform ideas into action.
- Experience in developing and implementing strategic plans.
- Knowledge of best practices in all functional areas of responsibility. Expert level of proficiency in Microsoft Excel and database systems.
- Strong project management skills.
PREFERRED QUALIFICATIONS:
- Master's degree in Business Administration, Finance, HR, or a related field.
- Experience working with large labor unions and/or its members.
- Experience working in a technical or transportation field.
- Experience negotiating various types of contracts.
ADDITIONAL INFORMATION
On occasion, the position requires working non-standard hours, including weekends and evenings. Flexibility is required. Compensation is commensurate with experience and level of education, with a starting salary between $90,000 and $105,000.
