Position Summary
ND Global Consulting Services, Inc. is seeking an experienced Programmer – Consultant to support the South Carolina Department of Motor Vehicles Office of Information Technology.
The selected consultant will maintain, support, and enhance interfaces between the SCDMV Phoenix core business system and the Celtic commercial Motor Carrier System developed and supported by I3 Verticals.
This is a senior, hands-on Microsoft development position requiring extensive experience with .NET, C#, web services, business-to-business system interfaces, SQL databases, Visual Studio, Team Foundation Server, production support, and State government systems.
The consultant will monitor mission-critical system interfaces, analyze and resolve production issues, develop and test application changes, coordinate with business users and external vendors, and support application and vendor release cycles.
Key Responsibilities
- Monitor interfaces between the Celtic Motor Carrier System and the SCDMV Phoenix core business system.
- Analyze system performance, interface activity, data exchanges, and application errors.
- Lead the investigation and troubleshooting of assigned application and interface issues.
- Identify root causes and recommend effective technical solutions.
- Design, code, test, document, and promote application and interface changes.
- Develop and maintain Microsoft .NET and C#.NET applications.
- Develop and support Microsoft web services and business-to-business web-service interfaces.
- Develop applications and integrations that communicate with relational database management systems.
- Work with Microsoft SQL databases, stored procedures, queries, and application data-access components.
- Validate application changes with affected users and confirm that implemented solutions meet business requirements.
- Provide production support for the Celtic–Phoenix interfaces and related mission-critical applications.
- Collaborate with I3 Verticals and other external vendors to resolve technical, integration, and production issues.
- Coordinate internal release schedules with external vendor release cycles.
- Support application builds, testing, deployment, configuration, and release-management activities.
- Maintain source code and development artifacts using Microsoft Team Foundation Server.
- Prepare and provide daily and weekly status reports to development and business managers.
- Communicate risks, issues, dependencies, resolutions, and implementation status to appropriate stakeholders.
- Work independently while coordinating effectively with technical teams, business units, management, and external vendors.
- Maintain accurate technical documentation, test results, implementation notes, and issue-resolution records.
Required Qualifications
- At least eight years of experience with Microsoft .NET architecture and application programming.
- At least eight years of experience with Microsoft web-service architecture and programming.
- At least eight years of experience with business-to-business web-service interface architecture.
- At least five years of experience using Microsoft Visual Studio 2019 or later.
- At least eight years of experience with .NET, C#.NET, and other Microsoft development technologies.
- At least eight years of experience developing applications that interact with relational SQL databases.
- At least eight years of experience using Microsoft Team Foundation Server.
- At least seven years of experience supporting State government technology systems.
- Experience supporting mission-critical production applications.
- Experience troubleshooting complex system, database, web-service, and interface issues.
- Experience coordinating application releases with external vendors.
- Ability to independently analyze issues and develop technical solutions.
- Strong written and verbal communication skills.
- Ability to collaborate effectively with technical teams, business units, managers, users, and external vendors.
Education
Preferred qualifications include either:
- Bachelor’s degree in information technology, computer science, software engineering, or a related discipline with at least eight years of relevant experience; or
- At least ten years of directly related professional experience.
Preferred Qualifications
- Microsoft Visio experience.
- Microsoft technical certifications.
- Experience maintaining commercial off-the-shelf system integrations.
- Experience with Motor Carrier, transportation, licensing, registration, or DMV systems.
- Experience supporting high-availability government applications.
- Experience working with external software vendors.
- Experience coordinating internal and vendor deployment schedules.
- Experience documenting interface architecture, data flows, and system dependencies.
Microsoft technical certifications are not mandatory but will be considered during the candidate-selection process.
Work Arrangement and Location Requirements
This is a hybrid assignment. Onsite attendance will be based on the client manager’s direction and project requirements.
Candidates must:
- Currently reside in South Carolina, North Carolina, or Georgia.
- Be willing and able to relocate to South Carolina before beginning the assignment.
- Complete relocation at their own expense.
- Be able to report to the Blythewood service location whenever required.
- Be available for two rounds of virtual client interviews.
The assignment may require more frequent onsite attendance based on operational, production-support, or project needs..
