Description

Oversee daily operational functions supporting school-based and clinic-based mental health services to ensure efficient and effective service delivery.

Develop, implement, and monitor standard operating procedures (SOPs) to promote consistency, operational excellence, and quality across all mental health programs.

Support clinical leadership in maintaining documentation standards, productivity expectations, and evidence-based practices to ensure high-quality clinical service delivery.

Lead the implementation, maintenance, optimization, and staff training of the Electronic Medical Records (EMR) system to support compliance and operational efficiency.

Integrate district systems, including PowerSchool, MTSS, Data Portal, and EdPlan, into departmental workflows to improve coordination, reporting, and service delivery.

Lead and manage the department’s Quality Improvement (QI) program, establishing processes that promote continuous improvement and operational effectiveness.

Conduct and oversee internal audits of clinical records, billing activities, and service documentation to ensure accuracy, quality, and regulatory compliance.

Ensure compliance with FERPA, HIPAA, state licensure requirements, grant mandates, accreditation standards, and district policies across all department operations.

Analyze performance, operational, and compliance data to identify trends, risks, and opportunities for system improvements and enhanced service outcomes.

Develop, implement, and monitor corrective action plans to address audit findings, compliance concerns, and identified performance gap.

Manage and monitor the department’s general operating and grant-funded budgets, ensuring allowable expenditures, fiscal accountability, reporting accuracy, and compliance with funding requirements.

Collaborate with finance teams on budget projections, expenditure monitoring, financial reporting, and resource allocation planning to support departmental goals.

Oversee contracts with external providers, consultants, and community partners, including contract development, renewals, vendor performance monitoring, and alignment with district standards.

Evaluate contracted services for quality, compliance, effectiveness, deliverables, and cost-efficiency, coordinating with procurement and legal departments as necessary.

Develop, deliver, and evaluate staff training programs related to clinical documentation, compliance requirements, billing procedures, quality assurance systems, and operational workflows, using data and feedback to continuously improve training.
Qualifications

Required Bachelor’s Degree from an accredited university.

Preferred Master’s Degree from an accredited university.

Preferred Current Texas licensure (LPC, LMFT, LCSW, LPA, LP, or LSOP).

Required Minimum five (5) years of experience in mental health services.

Knowledge of mental health services operations, quality assurance, compliance standards, and applicable federal, state, licensing, accreditation, and grant requirements.

Skill in analyzing operational, clinical, financial, and compliance data to identify trends, mitigate risks, and drive continuous improvement initiatives.

Skill in budget administration, grant management, contract oversight, vendor performance
monitoring, and fiscal accountability. -
Ability to develop, implement, and monitor operational procedures, quality improvement processes, corrective action plans, and compliance systems.

Ability to lead and support cross-functional teams through training, coaching, performance management, and organizational change initiatives.

Skill in utilizing Electronic Medical Records (EMR) systems, district data platforms, Microsoft Office applications, and reporting tools to support operational effectiveness.

Ability to communicate effectively and build collaborative relationships with district leadership, staff, families, community partners, vendors, and regulatory agencies while maintaining confidentiality and professional standards.
