For almost 30 years, Signal has been managing and expanding behavioral health services in Colorado. Signal is a Behavioral Health Administrative Services Organization (BHASO) which helps ensure access to behavioral healthcare for uninsured, under-insured, and high-risk individuals by coordinating funding, supporting a provider network, and facilitating crisis response systems.

We are a non-profit organization dedicated to providing behavioral health services for youth, adults and families across Colorado. We manage mental health and substance use prevention, treatment and recovery services that are accessible, affordable, and efficacious for consumers of these services. Through effective management and coordination of services, Signal aims to increase efficiencies across behavioral health service systems, to strengthen linkages between human services systems and providers, and to more closely tailor services to the needs and strengths of consumers.
We also support Coloradoans through crisis services and crisis adjacent services for youth and families. Our youth and family service team helps to provide timely access to comprehensive clinical assessment and service linkage for youth with high acuity mental health needs.
WHAT WE ARE LOOKING FOR
The Children, Youth, and Family Services Administrator collaborates internally and externally with the children and youth Colorado System of Care (CO‑SOC) prospective and contracted providers, state departments, and their contractors to support the development and implementation of CO‑SOC initiatives. This role is responsible for overseeing Signal’s implementation and performance of its contractual responsibilities associated with CO-SOC and adjacent children, youth and family (CYF) services. This role will support Signal’s commitment to ensuring the availability of and access to high-quality behavioral health services in the regionally contracted counties on behalf of the Behavioral Health Administration (BHA) of the State of Colorado. Signal is committed to strong partnerships with state agencies, providers, and communities to advocate for system reform and to build a comprehensive behavioral health care system that effectively meets the needs of individuals and families.
A day-in-the life as our Children, Youth and Family Services Administrator may include:
- Demonstrates a working knowledge of behavioral health funding mechanisms, including Medicaid, grant-based funding (e.g., SAMHSA), and other public funding streams, and applies this knowledge to support effective service delivery within the System of Care.
- Provides targeted technical assistance and problem-solving support to contracted providers to ensure full and appropriate utilization of available funding, addressing barriers to access, billing, or sustainability as they arise.
- Collaborates closely with state agencies, other Behavioral Health Administrative Service Organizations (BHASOs), and Medicaid Regional Accountable Entities (RAEs) to advance coordinated System of Care development, alignment, and implementation across regions.
- · Assists in the oversight of contracted providers by conducting community visits, monitoring deliverables and work products, and maintaining consistent communication with providers and community partners. Uses these engagements to identify service gaps, inform continuous improvement efforts, and address system-level barriers.
- Convenes and facilitates cross‑functional internal teams to develop and implement CO‑SOC and other CYF procedures, standards, and guidelines for referrals, service coordination, monitoring, reporting, billing, and provider technical assistance.
- Leads the preparation, coordination, and submission of contract deliverables, including progress reports, performance documentation, and other required materials, ensuring accuracy, completeness, and compliance with contractual and grant requirements.
- Serves as a subject matter resource on System of Care principles, ensuring fidelity to SAMHSA frameworks such as family‑driven, youth‑guided, culturally responsive, and trauma‑informed practices across provider networks.
- Analyzes system performance data, service utilization trends, and provider feedback to identify gaps, monitor outcomes, and recommend improvements to policies, workflows, or service delivery models.
- Supports provider onboarding and capacity‑building efforts, including orientation to CO‑SOC and other CYF service expectations, grant requirements, reporting standards, and system tools.
- Assists leadership with planning, sustainability strategies, and system expansion efforts by providing operational insight, field-based feedback, and implementation recommendations.
- Documents processes, decisions, and outcomes to support transparency, institutional knowledge, and continuity across CO‑SOC initiatives.
- Represents Signal and CO‑SOC in meetings, trainings, and collaborative forums with state agencies, providers, and community partners as needed.

- Strong analytical and problem-solving skills with the ability to think about larger goals and operational needs.
- Excellent customer service delivery and high degree of professionalism.
- Strong written and verbal communication skills in all settings including one-on-one and in group settings.
- Solid judgment with high standards of accuracy, responsiveness, integrity, and discretion.
- Ability to evaluate priorities to manage several projects simultaneously, work independently and research solutions with minimal direction, and work well under deadlines and in high-pressure situations.
- Ability to work in a team setting and receive and provide constructive feedback.
- Extremely organized and detail-oriented with strong time-management skills.
- Proficiency in Microsoft Office (Outlook, Word, Excel, and PowerPoint) and able to learn other electronic systems.
- Knowledge of practical and theoretical application of ASAM and CANS.
- Experience in behavioral healthcare service delivery with an emphasis on high acuity populations and coordination of care across systems.
- Experience in quality assurance and improvement activities preferred.
- Ability to pass background check.
- Ability to transport self to work and various work assignments throughout Colorado.
- Valid driver’s license.
Education
- Master’s degree in a relevant area such as Social Work, Counseling, Marriage and Family Therapy, or another related field.
- Valid and unrestricted license in the State of Colorado as a LCSW, LPC, or LMFT required.
- Six (6) or more years of relevant professional experience in roles related to the responsibilities of this position, including mental health and/or substance use service delivery, system navigation and demonstrating increasing levels of responsibility and system-level engagement.
- Certification in project management and lean processes preferred (e.g., PMP, CAPM, PMI-ACP)

Pay: $87,000.00 - $90,000.00 per year
