Travel Requirements: Estimated travel is expected to be up to 30%, although actual travel requirements will vary based upon Government tasking and assignment.
Position Summary
CFDay is seeking experienced emergency management professionals to support the Federal Emergency Management Agency (FEMA) National Training and Education Division (NTED).
This position provides subject matter expertise supporting FEMA's national preparedness mission through the review, evaluation, and continuous improvement of emergency management training programs. Selected professionals will participate in curriculum reviews, instructor evaluations, technical assessments, course recertification activities, grant review panels, and other program support initiatives designed to improve emergency management training delivered nationwide.
Candidates may be considered for multiple contract labor categories based upon their education, professional experience, and qualifications. Assignments will vary depending upon Government requirements and individual areas of expertise.
This position is ideal for current or former emergency managers, emergency services professionals, public safety leaders, emergency preparedness specialists, instructors, and training professionals seeking flexible project-based work supporting a national preparedness mission.
Responsibilities
The Emergency Management Subject Matter Expert / Consultant will be responsible for:

Reviewing emergency management curriculum for technical accuracy, instructional quality, and current best practices.

Participating on Course Review Boards and Technical Review Panels.

Evaluating instructor performance during classroom, virtual, and field-based training deliveries.
-
Reviewing instructional materials for compliance with FEMA standards and current emergency management doctrine.
-
Providing written recommendations for curriculum improvements and updates.
-
Supporting course recertification activities.
-
Participating in grant application review panels using established Government evaluation methodologies.
-
Conducting research related to emerging emergency management practices and doctrine.

Reviewing National Incident Management System (NIMS) and Incident Command System (ICS) integration within course materials.
-
Assisting with development of findings, reports, technical memoranda, and recommendations.

Collaborating with Instructional Systems Designers, Program Analysts, and Government personnel.

Supporting special projects and technical assessments as assigned.

Maintaining confidentiality of Government information and protecting sensitive program information.

Education and experience requirements vary depending upon the contract labor category assigned. Candidates will be evaluated and assigned to the appropriate labor category based upon the solicitation requirements.
