Meritus Property Group is seeking an experienced, service-oriented Property Manager to oversee two neighboring 24-unit affordable housing communities in Nehalem, Oregon: Alder Creek Commons and Bayside Commons Apartments.
This is an excellent opportunity for a hands-on property management professional who values meaningful resident relationships, understands the importance of affordable housing compliance, and enjoys taking ownership of the full operation of a small community portfolio. Because the properties are located close to one another, the Property Manager will be able to provide consistent on-site leadership across both communities while building strong connections with residents, local service providers, vendors, and community partners.

Alder Creek Commons is a newly renovated, 24-unit affordable housing community offering studio, one-bedroom, and two-bedroom apartment homes. The community was converted from a former assisted-living property into independent affordable apartments and is specifically designed to serve qualifying senior and disabled households. Current affordability levels include units designated for households at approximately 30%, 50%, and 60% of Area Median Income, subject to household size and applicable regulatory requirements.

Bayside Commons is a recently constructed, 24-unit affordable workforce housing community offering one-, two-, and three-bedroom apartments. The property serves qualifying households earning approximately 30% and 60% of Area Median Income. It was developed to help address the significant need for quality affordable housing in Oregon’s rural coastal communities.

Position Summary
The Property Manager will be responsible for the daily operation, financial performance, regulatory compliance, leasing, resident relations, maintenance coordination, and overall presentation of both communities.
The ideal candidate is highly organized, approachable, and comfortable managing a broad range of responsibilities. This person will understand that successful affordable housing management requires both disciplined compliance practices and genuine compassion for residents.
This role is especially well suited for someone who enjoys working independently, developing strong community relationships, and creating a stable, welcoming environment for seniors, individuals with disabilities, working households, and families.
Essential ResponsibilitiesAffordable Housing Compliance
- Administer all applicable affordable housing requirements, regulatory agreements, management plans, and company compliance procedures.
- Maintain accurate tenant files and ensure all required documentation is complete, current, and audit-ready.
- Conduct initial eligibility certifications, annual recertifications, interim certifications, and household-composition updates as required.
- Verify household income, assets, student status, disability-related eligibility, and other program qualifications.
- Apply current income and rent limits based on household size and the applicable Area Median Income designation.
- Track units designated at the 30%, 50%, and 60% AMI levels and ensure households are placed in appropriately designated units.
- Maintain compliance with applicable Oregon Housing and Community Services requirements and other property-specific funding or regulatory obligations.
- Prepare for management reviews, file audits, physical inspections, and compliance monitoring.
- Correct file deficiencies promptly and maintain organized supporting documentation.
- Apply reasonable-accommodation and reasonable-modification procedures consistently and respectfully.
- Follow Fair Housing, Section 504, ADA, VAWA, and all applicable federal, state, and local housing requirements.
- Protect the confidentiality of sensitive resident and applicant information.
HUD establishes income limits used to determine eligibility for many affordable housing programs, with limits adjusted by household size and geographic area. Oregon Housing and Community Services publishes and administers applicable income and rent-limit guidance for regulated Oregon properties.
Leasing and Occupancy
- Market available apartments and maintain healthy occupancy at both communities.
- Respond promptly and professionally to rental inquiries.
- Conduct property tours and explain program qualifications, income restrictions, application requirements, and anticipated processing timelines.
- Process applications, screening documentation, eligibility verifications, and move-in files.
- Maintain accurate waiting lists and applicant records in accordance with the applicable tenant-selection plan.
- Coordinate move-ins, move-outs, transfers, renewals, and recertification appointments.
- Prepare leases, addenda, notices, and resident correspondence.
- Monitor vacancies, notices, upcoming lease expirations, and units requiring turnover.
- Develop outreach relationships with local employers, senior-service organizations, disability-service providers, housing agencies, schools, and community organizations.
- Ensure advertising and applicant communications comply with Fair Housing and affirmative marketing requirements.
Resident Relations and Community Engagement
- Serve as the primary point of contact for residents at both properties.
- Build positive, professional relationships while maintaining clear and consistent boundaries.
- Respond promptly to resident questions, concerns, and service requests.
- Communicate effectively with senior residents, residents with disabilities, families, and households with varied communication or accessibility needs.
- Coordinate resident meetings, notices, community updates, and educational activities.
- Help connect residents with appropriate community resources when needs extend beyond property management.
- Address lease violations, neighbor concerns, housekeeping issues, and behavioral matters consistently and respectfully.
- Support housing stability while appropriately enforcing lease and community policies.
- Document resident interactions and follow up on unresolved concerns.
Property Operations and Maintenance
- Conduct regular inspections of apartments, buildings, parking areas, grounds, common areas, laundry facilities, storage spaces, and community rooms.
- Maintain clean, safe, attractive, and welcoming communities.
- Receive, document, prioritize, and follow up on resident work orders.
- Coordinate maintenance personnel, contractors, and outside vendors.
- Monitor vacant-unit turns to ensure apartments are completed efficiently and meet established quality standards.
- Complete move-in, move-out, annual, housekeeping, and preventive-maintenance inspections.
- Identify deferred maintenance and recommend practical solutions.
- Obtain bids, verify scopes of work, and monitor vendor performance.
- Ensure emergency systems, life-safety equipment, accessibility features, lighting, and building systems remain operational.
- Participate in emergency response and after-hours coordination when necessary.
- Maintain appropriate keys, access controls, inspection records, vendor certificates, and property documentation.
Financial and Administrative Management
- Collect rents and other charges in accordance with company procedures.
- Monitor delinquency and communicate respectfully and consistently with residents regarding outstanding balances.
- Process notices and coordinate legal matters in compliance with Oregon landlord-tenant law and company policy.
- Review invoices, confirm work completion, code expenses, and submit payables promptly.
- Assist with annual operating budgets, forecasting, and capital-planning recommendations.
- Monitor property expenses and identify opportunities to improve efficiency without compromising resident service or asset quality.
- Prepare accurate weekly and monthly operating reports.
- Maintain organized electronic and physical records.
- Track occupancy, delinquency, leasing activity, work orders, recertifications, inspections, and compliance deadlines.
- Communicate regularly with regional leadership regarding property performance, resident concerns, staffing needs, compliance risks, and capital priorities.

- Complete certifications and recertifications accurately and on time.
- Maintain strong occupancy and a well-managed applicant pipeline.

- Keep work orders, turnovers, and property-condition concerns moving toward resolution.
- Develop positive working relationships with local vendors and community partners.
- Communicate proactively and escalate concerns before they become larger problems.
- Treat each community as both a resident’s home and an important real estate asset.
Required Qualifications
- At least two years of residential property management, affordable housing, housing-program administration, or closely related experience.
- Experience processing applications, leases, resident notices, and tenant documentation.
- Strong organizational skills and exceptional attention to detail.
- Ability to independently manage deadlines, competing priorities, and two nearby properties.
- Professional verbal and written communication skills.
- Demonstrated ability to work respectfully with seniors, individuals with disabilities, families, and households from varied backgrounds.
- Working knowledge of Fair Housing requirements and Oregon landlord-tenant practices.
- Ability to maintain confidentiality and exercise sound judgment.
- Proficiency with email, Microsoft Office, property-management software, and electronic document systems.
- Reliable transportation and the ability to travel between the two Nehalem communities.
- Ability to participate in emergency or after-hours response when required.
- Valid driver’s license and insurable driving record, subject to company requirements.
Preferred Qualifications
- Affordable housing property-management experience.
- Experience with OHCS-regulated housing, LIHTC, HOME, HUD, Rural Development, project-based assistance, or similar income-restricted housing programs.
- Experience completing income certifications and annual recertifications.
- Knowledge of AMI-based eligibility calculations, asset verification, student rules, utility allowances, tenant-selection plans, and waiting-list administration.
- Experience preparing for compliance audits, management reviews, and physical inspections.
- Certified Occupancy Specialist, Housing Credit Certified Professional, National Compliance Professional, Spectrum, Quadel, or comparable affordable housing certification.
- Experience managing senior or disability-designated housing.
- Experience managing multiple small properties or a scattered-site portfolio.
- Familiarity with rural or coastal Oregon communities.

Physical and Work Requirements
The position regularly requires walking both properties, inspecting apartment homes and common areas, using stairs, operating a computer, communicating by telephone and email, and occasionally lifting or carrying property-management materials.
