General Summary
A Regional Chief Engineer is the senior technical and maintenance leader responsible for multiple properties across the Housing Alliance HTX portfolio. This role will manage and lead the engineering team as well as the day-to-day operations at properties in the Houston region.
Duties And Responsibilities
Program / Operational Responsibilities
- Manage preventive maintenance programs
- Ensure facilities/equipment operate safely and efficiently
- Develop repair schedules and capital improvement plans
- Review energy efficiency and cost-saving initiatives
Compliance & Reporting
- Report on operational performance to upper management
- Provide compliance updates to internal and external stakeholders
- Coordinate inspections and audits
- Ensure compliance with:
o OSHA
o Fire/life safety codes
o Environmental regulations
o Building and electrical codes
Leadership & Supervision
- Supervise engineers, maintenance teams, and technicians
- Supervise vendors, contractors, and third-party partners
Budget & Resource Management
- Manage regional engineering budgets and vendor contracts
Emergency Response
- Handle emergency response and major equipment failures
Supervision Received and Given
- Oversee engineering and maintenance operations for several locations

Physical Demands
- Travel between locations
- On-call availability
- Working in mechanical rooms or industrial environments
- Ability to respond to emergencies after hours
- Typical work conditions:
o Lift or move up to 50 pounds
o Occasionally lift heavier equipment or tools
o Carry maintenance supplies or inspection equipment
o Walking large facilities or multiple properties
o Climbing stairs, ladders, or catwalks
o Standing for extended periods
o Moving through mechanical rooms, rooftops, and industrial areas
o Traveling frequently between sites
Work Environment
Regional Chief Engineers may work around:

Qualifications, Knowledge & Experience
- High school diploma or GED
- Associate’s degree in preferred:
o Mechanical Engineering
o Electrical Engineering
o Industrial Technology
o Facilities Management
- Knowledge areas relevant to the role.
- Technical skills and software competencies.
- Leadership or interpersonal skills if needed.
- 7–15+ years of engineering, facilities, or maintenance experience
- 7-10 years in a supervisory or management role
- Strong knowledge in the following:
o HVAC systems
o Electrical systems
o Plumbing systems
o Boilers and chillers
o Building automation systems (BAS/BMS)
o Preventive maintenance programs
o Energy management
o Mechanical troubleshooting
o Safety systems and fire protection
- Multi-site management experience
- Budget and cost-control experience
- Vendor and contractor management
- Staff scheduling and training
- Emergency response leadership
- Project management
- Strong communication and reporting skills
- EPA Universal Certification
- HVAC License
- Electrical License
- Boiler Operator License
- OSHA 10/30 certifications
- Certified Facility Manager (CFM)
- Systems Maintenance Administrator (SMA)
- LEED certification (for energy-efficient facilities)
