Position Purpose
Provides administrative and operational leadership for the Barren-Metcalfe Emergency Communications Center and assists the Director in managing the Center’s personnel, training, technology, records, regulatory compliance, and daily operations. Oversees assigned employees and operational functions, supports the effective delivery of emergency communications services, coordinates with public safety agencies and governmental partners, and assumes the duties and responsibilities of the 911 Director in the Director’s absence.
Essential Functions and Basic Duties

Assists the Director in planning, coordinating, and overseeing the daily operations of the Emergency Communications Center

Assumes the duties and responsibilities of the Director in the Director’s absence or as assigned

Supervises assigned personnel and provides guidance regarding operational and personnel matters

Assists with recruitment, onboarding, training, performance evaluation, counseling, and disciplinary recommendations
-
Coordinates training, testing, academy enrollment, certifications, and continuing education for Public Safety Telecommunicators

Maintains employee schedules and coordinates staffing, overtime, call-ins, and schedule adjustments

Performs Public Safety Telecommunicator duties during emergencies, staffing shortages, periods of increased activity, or other operational needs

Monitors employee performance and compliance with departmental policies, procedures, protocols, and professional standards

Reviews calls, radio traffic, dispatch records, reports, complaints, and critical incidents for quality assurance, training, and operational improvement

Assists in developing, reviewing, and implementing departmental policies, operational guidelines, procedures, and training materials

Coordinates with law enforcement, fire, emergency medical services, emergency management, governmental officials, and other partner agencies regarding communications operations and service needs

Assists in planning and coordinating communications support for major incidents, severe weather, special events, disasters, and other emergencies

Assists in maintaining the readiness and continuity of computer-aided dispatch, telephone, radio, recording, mapping, notification, and related emergency communications systems

Maintains required operational, training, certification, equipment, inventory, and administrative records

Maintains and updates emergency service numbers, addressing information, contact information, response plans, mapping data, and other assigned records

Purchases supplies and equipment within assigned authority and assists with budgeting, expenditure monitoring, and equipment planning

Coordinates and processes Open Records requests in accordance with Kentucky law and applicable organizational procedures

Safeguards confidential, sensitive, criminal justice, medical, personnel, and law enforcement information

Assists in ensuring compliance with applicable laws, regulations, standards, certification requirements, and records-retention requirements

Prepares reports, correspondence, schedules, statistical information, and other documentation as assigned

Represents the Emergency Communications Center at meetings, training programs, committees, and interagency functions as assigned

Responds outside normal working hours when necessary to address staffing, operational, equipment, personnel, or emergency conditions

Performs related duties as assigned
Qualifications
Training and Experience

Graduation from an accredited high school or possession of an equivalent GED certificate
-
Five years of progressively responsible experience in public safety telecommunications
-
Prior supervisory or management experience in a public safety communications environment
-
An equivalent combination of education, training, certification, and experience that provides the required knowledge, skills, and abilities may be considered
Special Requirements
-
Possession of a valid driver’s license
-
Current certification as a Kentucky Public Safety Telecommunicator, or the ability to obtain and maintain all certifications required by the Commonwealth of Kentucky

Ability to work varying schedules, including evenings, nights, weekends, holidays, overtime, and emergency call-ins
Special Knowledge, Skills, and Abilities

Considerable knowledge of public safety communications center operations, including emergency call-taking, radio dispatching, emergency medical dispatch, and applicable professional standards

Considerable knowledge of computer-aided dispatch, telephone, radio, recording, mapping, notification, and related emergency communications systems

Knowledge of supervisory and personnel management practices, with the ability to schedule, train, coach, evaluate, counsel, and support employees in a high-stress, continuous-operation environment

Knowledge of applicable laws, regulations, certification requirements, departmental policies, records-retention requirements, and professional standards governing public safety telecommunications
-
Knowledge of Kentucky Open Records requirements, Criminal Justice Information Services security standards, confidentiality requirements, and the proper handling of sensitive information

Knowledge of emergency management, continuity of operations, incident response, and communications support during major emergencies

Knowledge of the geography, streets, roadways, landmarks, jurisdictions, public safety resources, and service areas within Barren and Metcalfe Counties

Ability to evaluate information quickly, establish priorities, exercise sound judgment, and make timely decisions during emergency and nonemergency situations

Ability to prepare schedules, coordinate staffing, organize work, maintain records, meet deadlines, and manage multiple priorities

Ability to review calls, records, reports, complaints, and employee performance for accuracy, compliance, quality assurance, and operational improvement

Ability to identify and resolve operational or personnel issues, manage conflict, evaluate alternatives, and implement effective solutions

Ability to prepare clear, accurate, and professional reports, correspondence, policies, procedures, schedules, and training materials

Ability to communicate effectively and maintain professional working relationships with employees, public safety personnel, governmental officials, vendors, and the public

Ability to remain calm, focused, professional, and decisive during emergencies and other stressful situations

Ability to exercise discretion, maintain confidentiality, work independently, adapt to changing conditions, and recognize when matters require referral to the Director or other appropriate officials

Ability to respond to operational needs outside regularly scheduled working hours and perform Public Safety Telecommunicator duties when required
