Why does the job exist?
This position exists to support the New Mexico National Guard by assisting with overall budget management, to include compiling, building and submitting budget appropriation requests and operating budgets by the statutory deadlines. This position also assists with monitoring managing, and reconciling all budgets to include capital projects, the Adjutant General's emergency fund, Family Assistance Fund and any special appropriations, to include assisting in preparing budget estimates accurately and in conformance with procedures and regulations, and analyzing budgeting and accounting reports for the purpose of maintaining expenditure controls. This position tracks and funds work orders submitted for encumbrances and expenditures .
How does it get done?
The key responsibilities include tracking and monitoring multiple agency budgets, performing weekly reconciliations, and ensuring financial accuracy throughout the fiscal year. This position analyzes annual budget requests and serves as a specialist and staff advisor in evaluating data processing plans, personnel management service provisions, and economic forecasting. The role includes preparing key financial documents such as Budget Reports, Budget Adjustment Requests, annual Budget Requests, and assisting with the Operating Budget submission. The specialist also funds monitors and tracks work order requests to ensure timely processing and supports departments through the full development and implementation of budget request cycles. This position requires strong analytical skills, attention to detail, and the ability to work collaboratively with internal and external stakeholders.

This Job is done for the Department of Military Affairs and the New Mexico Army National Guard. The customers include the various bureaus within the agency including Program Managers of each Cooperative Agreement as well as the Budget Director, CFO, and other executive staff.

Minimum Qualification
Bachelor's degree in Accounting, Finance, Business Administration, or related field and one (1) year of experience performing budget preparation, financial document preparation and management, policy/program analysis, budget monitoring, governmental accounting, and/or federal grant reporting. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License with no limitations or restrictions. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions
Office setting, exposure to Visual Video Display terminal (VVD) and extensive personal computer and telephone usage with extended periods of sitting.
