Position Summary
The Healthy Families Supervisor provides ongoing leadership, supervision, coaching, and support to Family Support Specialists (FSS) and Family Resource Specialists (FRS) delivering Healthy Families Indiana services. The Supervisor is responsible for promoting high-quality, family-centered, strength-based, trauma-informed services while ensuring compliance with Healthy Families America (HFA) standards, Indiana Department of Child Services (DCS) requirements, contractual obligations, Cornerstone policies and procedures, and applicable federal and state requirements.
The Supervisor promotes the HFA parallel process by supporting, guiding, and building upon the strengths of staff so that staff can effectively support, guide, and build upon the strengths of families. The position provides regular reflective supervision, monitors staff performance and caseloads, supports professional development, reviews records and program data, participates in quality assurance and continuous quality improvement activities, and provides ongoing consultation and support in complex family situations.
Essential Duties and Responsibilities
Staff Supervision and Reflective Practice
- Provide regularly scheduled individual supervision to assigned Family Support Specialists and Family Resource Specialists in accordance with HFA standards and Cornerstone requirements.
- Maintain documentation of supervision as required by HFA, HFI, DCS, and Cornerstone.
- Utilize reflective supervision practices that encourage staff to examine their experiences, responses, relationships, strengths, challenges, and professional development needs.
- Help staff maintain perspective when working with families experiencing significant stress and complex circumstances.
- Support staff in evaluating their own performance and developing effective strategies for engaging and serving families.
- Model the HFA parallel process by using a strength-based, respectful, collaborative approach to supervision.
- Provide timely consultation, guidance, and support regarding complex family situations, safety concerns, crisis situations, professional boundaries, and ethical issues.
- Promote staff well-being and identify signs of stress, secondary traumatic stress, or burnout that may affect staff performance or service quality.
- Establish clear performance expectations and provide timely coaching and corrective feedback when expectations are not met.
- Conduct performance evaluations in accordance with Cornerstone policies and procedures.
HFA specifically describes the Supervisor's role as helping staff maintain perspective, evaluate performance, develop professionally, learn new strategies, and build reflective capacity while providing support that can reduce burnout and turnover.
Program Fidelity and Service Quality
- Ensure assigned staff deliver services consistent with HFA Best Practice Standards and Healthy Families Indiana requirements.
- Monitor implementation of family-centered, strength-based, trauma-informed, culturally responsive, and relationship-based practices.
- Ensure FSS and FRS staff understand and appropriately implement the responsibilities of their respective positions.
- Monitor the quality and consistency of family engagement, assessment, home visiting, goal development, screenings, referrals, and other required program activities.
- Ensure staff appropriately identify and respond to family strengths, needs, protective factors, and factors associated with increased risk.
- Support staff in strengthening parent-child relationships and promoting healthy infant and child development.
- Participate in HFA fidelity, accreditation, DCS monitoring, and other program-review activities as assigned.
Caseload and Service Management
- Monitor individual staff caseloads and case weight to ensure assignments are consistent with HFA standards, staff experience, family needs, and program capacity.
- Review referrals, enrollment, engagement, service intensity, family progress, and case status with assigned staff.
- Assist with assignment and reassignment of families to promote continuity of services and appropriate workload distribution.
- Monitor staff productivity, required contacts, home visits, assessments, and other service expectations.
- Identify barriers affecting family engagement or service delivery and work with staff to develop appropriate strategies.
- Monitor planned and unplanned service interruptions and assist with coverage when needed.
- Communicate staffing capacity, referral trends, caseload concerns, and service barriers to the Program Director.
Quality Assurance, Documentation, and Data
- Conduct regular record reviews to evaluate the quality, completeness, timeliness, and accuracy of documentation.
- Monitor staff compliance with required documentation and data-entry standards.
- Assist with maintaining accurate program data and ensuring information entered into required systems is complete and reliable.
- Monitor required screenings, assessments, Family Service Plans, referrals, follow-up activities, and other required program documentation.
- Identify documentation, data, or practice concerns and provide coaching and corrective guidance.
- Participate in quality assurance and continuous quality improvement activities.
- Use program data and record-review findings to identify trends, training needs, and opportunities for improvement.
- Assist in developing and implementing corrective action plans when deficiencies are identified.
Staff Training and Development
- Participate in recruitment, interviewing, and selection of program staff.
- Participate in orientation and onboarding of new FSS and FRS staff.
- Ensure assigned staff complete required HFA, HFI, DCS, Cornerstone, and position-specific training within established timeframes.
- Provide ongoing coaching, skill development, and field support, including quarterly field observation of each assigned employee.
- Identify individual and team training needs based on supervision, observation, record review, performance data, and program requirements.
- Reinforce training concepts through supervision, consultation, modeling, and case discussion.
- Maintain personal competency in Healthy Families practices, trauma-informed family support, home visiting, and the screening and assessment processes utilized by the program.
Team Leadership and Program Operations
- Serve as the leader of an assigned Healthy Families team.
- Conduct regular team meetings and case consultation activities.
- Promote effective communication, collaboration, accountability, and mutual support among team members.
- Communicate program expectations, policy changes, training information, and operational updates to staff.
- Assist the Program Director with implementation of program procedures and performance expectations.
- Participate in program planning and continuous program development.
- Provide daily support and consultation to team members and assist with crisis management when needed.
- Maintain effective communication with the Operations Manager regarding referrals, enrollment, data, documentation, and operational issues.
- Perform additional program leadership responsibilities as assigned by the Program Director.
HFA anticipates that the Supervisor will function as a team leader, conduct team meetings and planning activities, and provide daily support and crisis management.
Community and Family Partnerships
- Promote respectful, collaborative relationships with participating families.
- Support staff in developing effective relationships with families from diverse backgrounds and experiences.
- Maintain knowledge of community resources available to families.
- Develop and maintain positive working relationships with DCS, healthcare providers, early childhood programs, referral sources, and community organizations.
- Serve as a program liaison with community partners when assigned.
- Support outreach and referral-development activities necessary to maintain appropriate program enrollment and community awareness.
Performance Expectations
The Healthy Families Supervisor is accountable for the performance of the assigned team, including:
- Compliance with HFA and HFI program requirements.
- Completion and documentation of required staff supervision.

Education and Experience
Required:
One of the following combinations of education and experience:
- Master's degree in human services or a field related to working with children and families; or
- Bachelor's degree in a related field with at least three years of relevant experience; or
- Less than a bachelor's degree with commensurate Healthy Families America experience sufficient to demonstrate competency for the position.
The successful candidate must also demonstrate:
- A solid understanding of or experience supervising diverse staff with humility and supporting staff in stressful work environments.
- Knowledge of infant and child development and parent-child attachment.
- Experience with family-centered and strength-based services.
- Knowledge of parent-infant health and the dynamics of child abuse and neglect.
- Experience supporting culturally diverse communities and families.
- Experience in home visiting with a strong background in early childhood prevention services.
- Willingness to engage in and develop reflective practice.
- Strong organizational, interpersonal, written, and verbal communication skills.
- Ability to provide both supportive supervision and appropriate performance accountability.
Preferred:
- Previous supervisory experience in Healthy Families America, Healthy Families Indiana, evidence-based home visiting, early childhood prevention, child welfare prevention, or a comparable family-support program.
- Previous experience providing home-based family services.
- Experience administering or supervising the assessment tools utilized by Healthy Families.
- Experience with reflective supervision or reflective practice.
- Infant Mental Health Endorsement®, when available and applicable.
- Experience with quality assurance and continuous quality improvement.

Training Requirements
The Healthy Families Supervisor must successfully complete all training required by Healthy Families America, Healthy Families Indiana, Indiana DCS, Cornerstone Community Services, and applicable contractual or regulatory requirements within established timeframes.
The Supervisor must maintain competency in trauma-informed family support services and complete training and demonstrate competency in the screening and assessment processes utilized by the Healthy Families Indiana program, consistent with HFA expectations.
Working Conditions and Physical Requirements
- Work is performed in office, community, family-home, and virtual environments.
- Regular travel throughout the assigned service area is required.
- The position may require observation or accompaniment of staff during home and community-based visits.
- Must be able to operate standard office and electronic equipment and maintain required electronic documentation and communication.
- Must be able to work a flexible schedule when family, staff, training, or program needs require activities outside normal business hours.
