Purpose Statement
The English Language Development (ELD) Specialist supports the implementation, monitoring, and continuous improvement of district English Language Development programs and services. This role collaborates with team members, school staff, and stakeholders to develop content language amplifications in support of English Language Development and academic success for multilingual learners.
The ELD Specialist also collaborates with content teams to develop and deliver effective professional learning for a variety of audiences and supports family engagement efforts that strengthen communication, access, and partnership for ELD students and their families.
This job reports to the Assistant Superintendent of Special Services
Essential Functions

Collaborates with district personnel and other districts for the purpose of implementing and maintaining services and/or programs.

Coordinates program components, support needs and materials for the purpose of delivering services which conform to established guidelines.

Coordinates with a variety of personnel for the purpose of delivering comprehensive services for students in compliance with established guidelines.

Evaluates programs and/or projects for the purpose of carrying out and achieving objectives within area of responsibility.

Facilitates meetings, processes, and procedures for the purpose of implementing and maintaining programs and services for student’s receiving ELD, immigrant, and migrant services.

Implements assigned programs and/or projects (e.g. procedures for screening, placement, and reclassification, etc.) for the purpose of conforming to district, state and federal guidelines.

Maintains a variety of manual and electronic files and/or records (e.g. cumulative individual records, assessment materials, etc.) for the purpose of providing up-to-date reference, conducting screenings, and complying with regulatory requirements and established guidelines.

Monitors district ELD program components for the purpose of coordinating activities and ensuring compliance with established financial, legal and/or administrative requirements.

Participates in a variety of meetings (e.g. workshops, parent conferences, state conferences, committees, etc.) for the purpose of gathering and/or sharing information related to student needs or program improvement.

Prepares a wide variety of written materials (e.g. quantity reports, student activities, correspondence, internal audits, etc.) for the purpose of documenting activities, providing written reference, and/or conveying information.

Presents information on a variety of topics for the purpose of communicating information and/or gaining feedback.

Researches a variety of topics (e.g. current practices, policies, education codes, etc.) for the purpose of providing information and/or recommendations and/or addressing a variety of program requirements.

Facilitates the organization of annual family programs that support ELD students, caregivers, and school-based staff.

Plans, delivers, and adjusts instruction for individual students, small groups, and whole classes as needed to meet the linguistic and academic needs of multilingual learners.

Skills, Knowledge and Abilities
SKILLS are required to perform multiple, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include: operating standard office equipment including using pertinent software applications; facilitating meetings; planning and managing programs; and preparing and maintaining accurate records.
KNOWLEDGE is required to perform basic math, including calculations using fractions, percents, and/or ratios; read technical information, compose a variety of documents, and/or facilitate group discussions; and solve practical problems. Specific knowledge- based competencies required to satisfactorily perform the functions of the job include: behavior patterns of learning disabled children; codes/laws/rules/regulations/policies related to special education; community resources; and curriculum and instructional methods.
ABILITY is required to schedule a significant number of activities, meetings, and/or events; gather, collate, and/or classify data; and use basic, job-related equipment. Flexibility is required to independently work with others in a wide variety of circumstances; work with data utilizing defined but different processes; and operate equipment using defined methods. Ability is also required to work with a significant diversity of individuals and/or groups; work with a variety of data; and utilize specific, job-related equipment. Independent problem solving is required to analyze issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines; and problem solving with equipment is limited. Specific ability-based competencies required to satisfactorily perform the functions of the job include: adapting to changing work priorities; communicating with diverse groups; setting priorities; building collaborative relationships; and working with frequent interruptions.
Responsibility
Responsibilities include: working under direct supervision using standardized routines; leading, guiding, and/or coordinating others; and operating within a defined budget. Utilization of resources from other work units may be required to perform the job's functions. There is some opportunity to impact the organization’s services.
Working Environment
The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity. Generally the job requires 60% sitting, 20% walking, and 20% standing. This job is performed in a generally clean and healthy environment.
Experience Job related experience with increasing levels of responsibility is required.
Education Masters degree in job related area.
