Join the Louisiana Department of Health’s Cash Management team in this professional accounting position and take on a vital accounting role that keeps public health programs running smoothly across the state. This position will primarily be responsible for the revenue deposit functions of the Office of Public Health (OPH).
This position is responsible for daily, monthly, quarterly, and annual cash management functions, including reconciliations, revenue classifications, journal vouchers, refund requests, bank activity reporting, and accounts receivable support. The incumbent maintains required cash management, collateral, deposit, disbursement, and financial records to ensure transactions are accurate, properly recorded, and supported by a sufficient audit trail. Three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in accounting; OR
A bachelor’s degree with twenty-four semester hours in accounting; OR
A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics; OR
Possession of a Certified Public Accountant (CPA) license.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Job Duties:
Manages daily, monthly, quarterly, and annual cash management and reconciliation activities for all OPH and DWRLF accounts to ensure sufficient funds are available to meet financial obligations.
Maintains collateral records for Public Health Unit bank accounts and preserves all Cash Management documentation, including funds received, disbursed, and deposited, to ensure complete audit trails.
Prepares complex revenue classification documents, journal vouchers, refund requests, and other financial transactions for entry into the LaGov system.
Assists with preparing quarterly Accounts Receivable Reports and OPH Bank Activity Reports for submission to the Cash Management Review Board.
Communicates with LDH customers, providers, and management regarding transactions, payments, refunds, and other cash management activities, providing accurate information and issue resolution.
Supports monthly and annual close processes by compiling deposits, classification reports, accounts receivable data, and accounts payable information needed for reconciliation.
Provides backup support to Cash Management staff, drafts and maintains desk procedures, performs audits of cash management transactions, and completes other duties or special projects as assigned.
