Community Development Specialist
This position performs a variety, administrative, and technical accounting, and finance functions in maintaining the fiscal records and systems of the Community Development Division.
The employee will have the responsibility of:
- Assisting in administering the Community Development Block Grant (CDBG), Home Investment Partnership Program (HOME), and all program funded activities
- Providing technical and administrative support: reviews, processes documents, resolves billing discrepancies, and troubleshoots program issues
- Assisting in preparation of and reviews funding agreements and work plans
- Supporting Davis-Bacon Act and federal wage compliance by reviewing payroll submissions and verifying correct wages
- Analyzing financial and management data to prepare clear verbal or written reports
- Assisting with the maintenance, input, and funding of activities in the Federal Integrated Disbursement and Information System (IDIS) and reconciling monthly grant expenses
- Participating in the annual audit by preparing schedules, providing detailed information, and answering inquiries from external auditors
- Assisting in confirming funding availability of grant fund to prepare annual grant application
- Assisting in preparing liens, promissory notes, release of liens deeds, etc. required by grant activities
- Composing, typing, and editing a variety of correspondence, reports, memoranda, and other materials as to content, accuracy, and completeness

Required Minimum Qualifications
Education and Experience:
- Associate’s degree from an accredited college with specialized course work in accounting, finance, and business; and
- Three (3) years of direct experience working with HUD programs/regulations or those of other federal government programs is strongly preferred
- Any equivalent combination of related education and experience
Special Requirements:
- Must have a valid Texas driver’s license by date-of-hire
- Must obtain and maintain a Texas Driver’s License within 90 days of hire
- Must be a notary or obtain notary within one (1) year of hire date
