Job Description: Management Specialist (2 positions)
Key Responsibilities
- Ensure transactions and disbursements of state and federal funds comply with programmatic, legal, and financing mandates; ensure quality performance to prevent cost overruns
- Utilize financial data/systems
- Assist in managing funded program budgets, including quarterly financial analysis, program documentation, and communication with the school community
- Monitor transactional aspects of projects to ensure quality, meet deadlines, and prevent cost overruns
- Coordinate project management and logistics with internal units and external vendors/service providers, including oversight of equipment delivery and installation in schools
- Oversee the capital accounts payable process across 50+ contractors
- Coordinate capital budget accounts payable and related reporting (annual/quarterly/monthly), monitor expenditures against approved budgets, and review/verify contractor payments
- Provide analysis and documentation supporting monitoring of capital projects against each project's Certificate to Proceed
- Analyze and validate contractor billing and supporting documentation for accuracy and compliance
- Maintain ongoing communication with contractors to confirm timely delivery of goods/services within capital eligibility requirements
- Resolve contractor billing/payment issues
- Maintain records in a customized database for all transaction activity,
- Participate in bi-monthly meetings, recommending process improvements, including to transactional financial systems
Mandatory Minimum Qualifications
- Bachelor's degree from an accredited college/university, plus at least 5 years of full-time experience in the design, development, or implementation of management reports, financial analysis, or management analysis
- 4+ years of experience managing large-scale project budgets
Preferred Qualifications
- Master's degree in economics, finance, accounting, business, or public administration, plus one year of full-time professional experience in budget administration or economic/financial administration
- Foundational understanding of public finance and procurement
- Strong communication and collaboration skills across diverse stakeholders
- Analytical/critical thinking skills, including recognizing patterns or trends indicating systemic errors or unusual variances
- General understanding of project management functions and processes
- Ability to manage multiple projects simultaneously under pressure and shifting deadlines
- Ability to work efficiently and independently in a fast-paced, deadline-driven environment
- Proficiency in MS Excel, Word, and related applications
- Familiarity with database management systems (MySQL, PostgreSQL, or Microsoft SQL Server)
Pay: $80,000.00 - $85,000.00 per year
