HR Recruiting & Leave Specialist
Location: Washington, DC – Capitol Hill
Job Type: Full-Time, Contract
Schedule: Monday–Friday, 8:30 AM–5:30 PM
Work Arrangement: Hybrid – currently 3 days onsite / 2 days remote
Pay: $35.00–$42.00 per hour
Anticipated Start Date: September 26, 2026
Contract Duration: 12 months, with the potential for a 6-month extension
Position Overview
Palmer Staffing Services is seeking experienced HR Recruiting & Leave Specialists to support a federal legislative branch client located on Capitol Hill in Washington, DC. The selected professionals will provide human resources support in areas including recruiting, hiring, employee onboarding and offboarding, FMLA and leave administration, HR documentation, and related administrative activities. Candidates should have at least three years of professional experience in recruiting/hiring and/or leave administration and experience working with applicant tracking or human resources information systems. This is a hybrid position currently consisting of three days onsite and two days remote each week. The work arrangement is subject to change based on client requirements, and candidates must be able to work onsite in Washington, DC as required.
Duties & Responsibilities
- Provide recruitment and hiring support for a variety of positions.
- Review position descriptions to ensure they accurately reflect position requirements.
- Participate in applicant pre-screening and candidate interviews.
- Assist hiring managers with staffing and candidate-selection activities.
- Prepare selection, hiring, staffing, and related HR documentation for review and approval.
- Participate in recruiting activities, including in-person and virtual job fairs, campus recruiting events, and other outreach activities.
- Assist with employee check-in, orientation, onboarding, and check-out/offboarding processes.
- Assist with administration of employee leave programs.
- Process Family and Medical Leave Act (FMLA) and Leave Share requests.
- Verify FMLA eligibility and assist with tracking compliance with applicable leave policies.
- Provide general leave guidance to managers and employees.
- Maintain accurate information and documentation within HR tracking systems.
- Collaborate with HR staff, managers, employees, and internal business units.
- Perform additional HR administrative and program support activities as required.
Minimum Qualifications
- Bachelor's degree or comparable years of professional experience.
- Minimum of 3 years of experience in one or more of the following areas:
- Recruiting, screening, and interviewing candidates for a variety of positions; and/or
- Leave administration, including providing guidance regarding leave programs, verifying FMLA eligibility, and tracking compliance with leave policies.
- Minimum of 3 years of experience using an Applicant Tracking System (ATS), Human Resources Information System (HRIS), or similar HR technology.
- Proficiency with Microsoft Outlook and Excel.
- Excellent written and verbal communication skills.
- Strong organizational skills and attention to detail.
- Ability to work effectively with employees, managers, HR professionals, and other internal stakeholders.
- Ability to work onsite on Capitol Hill in Washington, DC as required.
- Must be able to successfully complete required background screening.
Preferred Qualifications
- SHRM, HRCI, or other HR-related professional certification.
- Previous experience supporting the U.S. House of Representatives, Chief Administrative Officer (CAO), or another federal government organization.
- Experience with Cornerstone, Infor, and/or BMC Remedy.
- Experience supporting both recruiting and FMLA/leave administration functions.
- Previous experience in a government, legislative, or highly regulated HR environment.
Security & Background Requirements
Selected candidates will be required to successfully complete a background investigation conducted by the appropriate government authorities before beginning work.
Depending upon assigned duties and access requirements, additional background investigations or security requirements may apply.
Candidates must also be willing to comply with applicable confidentiality, nondisclosure, information-security, and workplace requirements.
