Job Summary
We are seeking a dynamic and detail-oriented CEI (Construction, Engineering, and Inspection) Project Administrator/Engineer to join our team. In this role, you will oversee the coordination and management of construction projects, ensuring adherence to quality standards, safety protocols, and project timelines. Your expertise in construction inspection, plans reading, and data collection will be vital in delivering successful project outcomes. Responsibilities
- Coordinate construction activities on-site, ensuring compliance with project specifications, schematics, and safety standards.
- Manage inspectors and ensure all construction activities are adequately monitored
- Conduct thorough quality control and quality inspection checks throughout the construction process to identify issues early and ensure high standards.
- Read and interpret specifications, standards, and construction plans to verify work accuracy and guide field teams effectively.
- Perform construction inspection duties on pipelines and other infrastructure components, documenting progress and deviations accurately.
- Collect and analyze data related to construction progress, materials usage, and contractor performance for reporting purposes.
- Monitor adherence to contracts by reviewing work scope, change orders, and ensuring contractual obligations are met.
- Collaborate with contractors to resolve unforeseen issues promptly and maintain project schedules.
- Ensure the project is built in compliance with State and Federal regulations, including Buy America-Build America act, ADA, and permits.
- Ensure projects are built with approved/accepted materials and issue project material certification.
- Handle day-to-day project communications with clients, contractors, public, maintaining agencies, and 3rd parties.
Required Experience
- For personnel with Engineering, Engineering Technology or Construction Management degrees: two (2) years of engineering experience in relevant transportation projects (a Master's Degree in Engineering, Engineering Technology, or Construction Management may be substituted for one (1) year of experience.
- For personnel without Engineering, Engineering Technology or Construction Management degrees: eight (8) years of CEI or roadway or bridge construction experience. Two (2) of those years involved in relevant transportation projects.
- Proven experience in construction site management and inspection roles within infrastructure or pipeline projects.
- Strong understanding of construction management principles, including quality control procedures, scheduling, contract negotiation, and safety protocols.
- Skilled in plans reading, schematics interpretation, and technical analysis related to construction projects.
- Demonstrated ability to perform detailed quality inspections and conduct analysis of construction processes.
- Familiarity with contract administration manuals (e.g. FDOT CPAM), data collection methods, and documentation practices in a construction environment.
- Hands-on experience with construction inspection tools and techniques specific to pipelines or similar infrastructure projects.

- FDOT Advanced Maintenance of Traffic (MOT)
- CTQP Final Estimates Level 2
- CTQP Quality Control Manager
- At least one of the following: CTQP Asphalt Paving 2 or CTQP Earthwork Construction Inspector Level 2
- "CEI Project Engineer" designation requires Professional Engineer (P.E.) registration with the State of Florida (or the ability to obtain one within 3 months of start).
