We are looking for an organized, sharp Construction Office Manager to keep our San Diego headquarters running efficiently while leading our California Public Works labor compliance.
Position Overview
This pivotal role combines day-to-day construction office operations with specialized regulatory management. You will direct the administrative functions of our headquarters, support project accounting workflows, and take full ownership of Aycon’s California DIR compliance, certified payroll, and prevailing wage reporting. The ideal candidate is an organized, detail-oriented professional capable of seamlessly balancing office logistics with complex public works documentation.
Key Responsibilities
Operations: Manage daily office logistics for Aycon’s San Diego headquarters, coordinate office vendors, order supplies, and maintain meticulous physical and digital project files.
Project Accounting Support: Assist our project managers with accounts payable/receivable, process conditional/unconditional lien releases, and track preliminary notices for our demolition and concrete contracts.
Contract Admin: Coordinate the onboarding of subcontractors, verifying that their certificates of insurance (COIs), signed agreements, and required public works registrations are fully vetted and up to date.
Certified Payroll Management: Collect, review, audit, and upload weekly certified payroll reports (CPRs) for Aycon’s internal crews and subcontractors directly into LCPtracker and the CA DIR eCPR portal.
Prevailing Wage Oversight: Monitor DIR wage determinations to ensure absolute accuracy regarding trade classifications (demolition, concrete, etc.), travel/subsistence pay, and fringe benefit credits.
Apprenticeship & PLA Compliance: Administer California DAS regulations (submitting DAS 140/142 forms, tracking the 1:5 ratio), and oversee adherence to Project Labor Agreements (PLAs) or union rules when applicable to Aycon projects.
Audit Liaison: Act as the primary point of contact for external compliance audits by the DIR, awarding public bodies, or labor unions, and efficiently manage Public Records Act (PRA) requests.
Qualifications & Skills
Experience: 4–6+ years of experience managing a construction office, with a strong background supporting demolition, concrete, or structural trades on public works projects.
Compliance Expertise: Deep, practical knowledge of the California Labor Code, DIR public works regulations, prevailing wage laws, and Davis-Bacon Act requirements.
Software Proficiency: Mastery of LCPtracker (or similar labor compliance software) and the state’s DIR portal is required, alongside proficiency in standard construction accounting and management systems.
Financial Literacy: Solid understanding of basic construction accounting workflows, California lien laws, invoicing, and closeout tracking.
