ABOUT THIS POSITION

The City of Phoenix Street Transportation Department is seeking to fill a Utility Permit and Coordination Technician (Chief Engineering Tech) vacancy in the Utility Coordination Section. This position performs complex plan reviews for dry utilities desiring to occupy City right-of-way, public utility easements (PUE), and coordinates utility relocations for Capital Improvement Projects. Work is performed under the supervision of a Project Manager or Principal Engineering Technician.

The work location is in the Phoenix City Hall building at 200 W. Washington Street, Phoenix, AZ 85003. The typical work schedule is Monday to Friday with the potential of up to two telework days per week with department approval. Limited overtime may be required during times of high permit intake and processing.

IDEAL CANDIDATE

Knowledge of:

Engineering principles and practices related to the installation of dry utilities within the City's right-of-way (ROW), public utility easements (PUE), and Capital Improvement Project (CIP) construction.
City codes and policies regarding underground utility construction, with the ability to effectively communicate with Project Managers, City contractors, utility designers, and other contractors.

Ability to:

Demonstrate effective communication and deliver high-quality customer service to internal and external stakeholders.
Exercise effective judgment and apply practical problem solving skills.
Work effectively under pressure and consistently meet deadlines.
Display exceptional organizational skills and is well versed in spreadsheet creation, tracking and outlook scheduling.

SALARY

Pay Range: $30.17 to $46.81 per hour.

Hiring Range: $30.17 to $42.46 per hour.

Pay range is the entire compensation range for the position classification.
Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.

Internal Only: Please understand that this is pay grade 354. If selected, your salary offer will be based on the applicable promotion or demotion worksheet in accordance with the City Pay Ordinance.

Promotions occur when the last two digits of the pay grade increase.
Demotions occur when the last two digits of the pay grade decrease.
Lateral transfers occur when there is no change to the last two digits of the pay grade.
When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

MINIMUM QUALIFICATIONS

Five years of experience in paraprofessional engineering work.
- Including two years of paraprofessional civil engineering experience (or one year at the level of Senior Engineering Technician).
Other combinations of experience and education that meet the minimum requirements may be substituted
All finalists for positions are subject to a criminal background check applicable to the department or position.
Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:

Three years of experience:

Reading and interpreting civil engineering and dry utility plans.
Performing electronic plan review and using electronic permitting systems.
Working with online right-of-way (ROW) and utility mapping systems (EZ MAPS).
Creating documents and reports using MS Word and Excel.
Multitasking between several duties and responsibilities.
Collaborating effectively in a team environment while providing excellent customer service.

Experience with/in:

Coordinating and managing Capital Improvement Projects.
Using SAP and computer systems such as Kiva East System, Citizen Serve, TRAACS, AutoCAD, and GIS mapping.
