Position Summary
The Compliance Manager is responsible for developing, maintaining, and administering the Credit Union’s compliance management program to ensure adherence to applicable federal and Michigan state laws, regulations, rules, and internal policies. This role provides leadership and oversight for regulatory compliance, BSA/AML, consumer protection requirements, vendor compliance, complaint management, policy review, monitoring, audits, and regulatory change management. The Compliance Manager must be familiar with the Michigan Department of Insurance and Financial Services (DIFS), including the Office of Credit Unions, and the Michigan Credit Union Act as they apply to Michigan credit union operations. The Compliance Manager serves as a key resource to management and staff and promotes a culture of compliance across the organization.
Essential Duties and Responsibilities
· Oversee and maintain the Credit Union’s compliance management system, including monitoring, testing, reporting, training, policy review, and corrective action tracking.
· Monitor federal and state regulatory changes affecting credit union operations and recommend appropriate policy, procedure, system, and training updates.
· Maintain current knowledge of Michigan DIFS guidance, Office of Credit Unions communications, Michigan credit union bulletins and letters, and applicable provisions of the Michigan Credit Union Act.
· Interpret and provide guidance on compliance requirements, including but not limited to NCUA regulations, CFPB consumer protection rules, Truth in Lending, Truth in Savings, Equal Credit Opportunity Act, Fair Credit Reporting Act, Electronic Fund Transfer Act, Bank Secrecy Act, OFAC, privacy, and fair lending requirements.
· Serve as the primary compliance resource for management, lending, operations, member service, marketing, electronic services, and other departments.
· Conduct or coordinate compliance reviews, internal monitoring, risk assessments, and audits to identify potential compliance gaps and recommend corrective action.
· Track, document, and report findings, management responses, remediation plans, and completion status to senior management and appropriate committees.
· Coordinate preparation for regulatory examinations by Michigan DIFS, the Office of Credit Unions, NCUA, external auditors, internal auditors, and Supervisory Committee reviewers, including document gathering, response tracking, and corrective action follow-up.
· Administer or provide oversight for the BSA/AML and OFAC compliance program, including risk assessment support, monitoring, reporting, training, and escalation of suspicious activity concerns.
· Review advertising, disclosures, forms, procedures, policies, and member communications for compliance with applicable regulatory requirements.
· Manage the compliance training program to ensure employees and officials receive appropriate, timely, and role-specific compliance education.
· Maintain compliance records, regulatory resources, policy documentation, audit workpapers, complaint records, and compliance reporting files.
· Assist with vendor management and third-party due diligence by reviewing compliance-related documentation, risk ratings, contract considerations, and ongoing monitoring requirements.
· Oversee complaint tracking and resolution processes, including identifying trends, documenting outcomes, and escalating concerns when appropriate.
· Prepare and present regular compliance reports to senior management, the Board of Directors, Supervisory Committee, or other committees as assigned.
· Support the Credit Union’s strategic initiatives by identifying compliance risks and practical solutions that align with member service, operational efficiency, and regulatory expectations.
Required Qualifications
· Minimum of five years of credit union or financial institution compliance management experience.
· Current Credit Union Compliance Expert (CUCE) designation or Certified Credit Union Compliance Officer (CUCO) designation required.
· Strong working knowledge of credit union regulations, consumer compliance requirements, BSA/AML, OFAC, fair lending, lending compliance, deposit compliance, privacy, regulatory examination processes, Michigan DIFS expectations, and the Michigan Credit Union Act.
· Experience developing, implementing, and maintaining compliance policies, procedures, monitoring programs, training, and reporting.
· Demonstrated ability to interpret regulations, assess operational impact, and communicate requirements clearly to management and staff.
· Strong analytical, organizational, research, documentation, and problem-solving skills.
· Ability to manage multiple priorities, meet deadlines, maintain confidentiality, and exercise sound judgment.
· Proficiency with Microsoft Office applications and the ability to learn credit union core processing, compliance, audit, and reporting systems.
Preferred Qualifications
· Bachelor’s degree in business administration, finance, accounting, legal studies, risk management, or a related field preferred; equivalent experience may be considered.
· Additional BSA/AML, risk management, internal audit, or financial institution compliance certifications preferred.
· Experience working in a Michigan small to mid-sized credit union environment, and familiarity with Michigan DIFS examination processes.
· Experience with regulatory examination coordination, vendor management, complaint management, and board or committee reporting.
· Knowledge of credit union lending, deposit operations, electronic services, marketing compliance, and member service operations.

Work Environment and Physical Requirements
This position is generally performed in a professional office environment. The role requires regular use of a computer, telephone, and standard office equipment. The employee must be able to communicate effectively, review detailed documents, maintain focus for extended periods, and occasionally attend meetings, training sessions, or credit union events outside normal business hours.
