Job Summary
The Program Manager is responsible for specialized direct service work with adults and children experiencing homelessness. Guests entering the housing program may also be impacted by substance use, medical conditions, and/or mental health challenges. The Program Manager serves as the agency liaison to various systems of care, including public health, medical, and behavioral health providers.
This position may oversee more than one program at the primary campus. Responsibilities include program planning, census tracking, program refinement, staff management, coordination of interns and volunteers, supervision of daily operations, data reporting and analysis, and problem resolution. Direct guest services may include assessments, group scheduling, family counseling, and support in achieving housing goals.
Additionally, this role includes oversight of campus operations, including maintenance, kitchen staff, volunteer coordination, transportation logistics, and food ordering for both the shelter campus and community pantries.
SUPERVISION RECEIVED:
This position will work under the general supervision of the Executive Director.
ESSENTIAL FUNCTIONS OF WORK:
- Develops and implements programming that follows evidence-based guidelines for homeless families.
- Serves as liaison with medical and behavioral health professionals and all social service partners of Halifax Urban Ministries.
- Provides empathic oversight and general supervision for all assigned facility staff, including case managers, resident advocates, kitchen staff, maintenance personnel, drivers, and volunteers.
- Ensures compliance with program standards as outlined by grant contracts and agency policies.
- Oversee all aspects of guest services including assessments, case management, family and parenting groups, financial literacy, and life skills programming.
- Responds to crisis calls and emergency guest needs, including after-hours support; communicates relevant information to staff and the Executive Director.
- Assesses staff training needs and coordinates appropriate development opportunities.
- Chairs regular team meetings to promote collaboration and problem-solving.
- Submits program reports as required by funders; assists staff in monitoring program goals.
- Follows all safety procedures to reduce risk to guests, staff, and volunteers.
- May direct staff or participate in collecting urine samples as part of program compliance.
- Identifies guest needs and makes referrals to partner agencies.
- Maintains updated information on employment and housing opportunities.
- Provides guests with information on homelessness services and community activities.
- Maintains accurate records and service data.
- Tracks meals served, volunteer hours, and daily census.
- Schedules employees to meet the needs of a 24-hour facility.
- Coordinates and monitors all distributed services activities.
- Oversees ordering and inventory of food supplies for campus meals and community pantries.
- Provides direction and oversight for facility maintenance at Hope Place.
- Ensure kitchen operations meet health and safety standards and support nutritional needs of guests.
- Coordinates transportation services and supervises drivers to ensure safe and timely travel for guests and supplies.
- Provides ongoing staff development for all personnel serving residents at Hope Place.
- Promotes a safe, health-conscious work environment and ensures quality service delivery.
- Performs other duties as assigned or requested.
- Demonstrates awareness of and compliance with all agency policies and procedures.
- Carries out additional responsibilities as they relate to homelessness and family support.
AGENCY RELATIONS:
Must develop and maintain positive professional relationships with HUM staff and partner agencies. Must effectively communicate the mission and work of HUM to the public and guests.
QUALIFICATIONS:
Preferred:
- Bachelor’s Degree with 5 years of relevant experience, including management
- Valid driver’s license, clean driving record, and reliable transportation
- Ability to respond to calls after normal business hours
- General office skills and proficiency in MS Word and Excel
- Strong communication and leadership abilities
- Ability to pass a Level II background check
Candidates with an equivalent combination of training and experience related to homelessness and/or its prevention may be considered with approval from the Executive Director or designee.
