Summary:
The Vice President of Transitional Housing is a critical senior leadership role, responsible for the strategic
direction, operational excellence, fiscal health, and clinical integrity of all of Elmcor’s Department of Homeless
Services (DHS) shelters for both families and single adults. Reporting directly to the Chief Program Officer, the
VP will ensure all facilities provide safe, dignified, and trauma-informed environments while actively driving
performance milestones to help participants achieve permanent housing stability.
Key Responsibilities:

Provide strategic leadership and oversight for all shelter operations, aligning programs with Elmcor’s mission, organizational goals, and service delivery standards.

Develop, implement, and enhance trauma-informed, evidence-based service models, policies, and procedures to improve participant outcomes, address grievances, and ensure quality services.

Serve as Elmcor’s representative with DHS, OTDA, HRA, community boards, and advocacy organizations, fostering strong partnerships and external collaboration.

Ensure full compliance with NYC DHS, OTDA, and all applicable health, safety, and regulatory requirements while maintaining readiness for audits, inspections, and program reviews.

Lead crisis management, incident reporting, and emergency response efforts, including oversight of corrective action plans and availability for after-hours emergencies.

Establish and monitor quality improvement initiatives, using data and performance metrics to strengthen program effectiveness and operational excellence.

Oversee timely and accurate documentation of participant services, housing applications, and case records in CARES and other required systems to support compliance and service outcomes.

Develop and monitor key performance indicators (KPIs), housing placement targets, and operational benchmarks to drive program success across the shelter portfolio.

Oversee multi-million-dollar budgets, ensuring fiscal accountability, cost-effective resource utilization, and compliance with contract and funding requirements.

Partner with finance and executive leadership to manage DHS contracts, optimize revenue retention, and secure additional funding through grants and strategic initiatives.

Lead, mentor, and evaluate Program Directors and management staff, fostering a culture of accountability, professional development, and program excellence.

Monitor staffing levels, recruitment efforts, and workforce deployment to ensure adequate coverage, regulatory compliance, and high-quality service delivery.
Qualifications:

Master’s Degree in Social Work (LCSW, LMSW), Human Services, Public Administration(MPA), or a closely related Service field preferred. Bachelors Degree in similar studies with additional years of work experience than minimum required.

A minimum of 7–10 years of progressive, management experience in New York City transitional housing, supportive housing, or homeless services. DHS Shelter experience including progressive responsibilities, project management, inclusive of least 5 years of supervisory experience as a PD, DSS, etc. preferred.

Deep, demonstrated familiarity with NYC DHS regulations, CARES systems, and the unique operational differences between single-adult and family shelter systems.
