The Aviation and Economic Department is seeking a Department Director who is highly responsible for senior management work coordinating, directing and facilitating the operations and delivery of services by the Daytona Beach International Airport and Economic Development divisions.
Incumbents assigned to this classification are at-will and serve at the discretion of the County Manager.

Expected hiring range $170,000-$195,000.
This position will remain open until filled.
Bachelor's degree in Public Administration, Business Administration, Finance or related field, and ten (10) years progressively responsible administrative and management experience with Aviation and Economic Development.
A comparable amount of education and training may be substituted for the required experience.
Must possess and maintain a valid Florida driver’s license at time of hire and maintain thereafter.
- Knowledge of the principles, practices, and techniques of public administration, organizational management, strategic planning, and effective supervisory and leadership practices.

Knowledge of airport management, airport development, aviation operations, property and lease management, tenant relations, and airport planning.

Knowledge of applicable Federal Aviation Administration (FAA) regulations, Transportation Security Administration (TSA) requirements, state and local laws, County ordinances, administrative policies, and other regulations governing airport operations and economic development activities.

Knowledge of governmental budgeting, financial management, general and cost accounting principles, capital improvement planning, and fiscal analysis.

Knowledge of economic development principles, business recruitment and retention strategies, incentive programs, marketing, and public-private partnerships.

Ability to develop, implement, and evaluate strategic plans, policies, programs, goals, and performance measures that support organizational objectives and community needs.

Ability to analyze financial, operational, and economic data; prepare and interpret complex reports; develop recommendations; and present findings to executive leadership, elected officials, and public stakeholders.

Ability to plan, organize, direct, and evaluate the work of management, professional, technical, and administrative staff while fostering a high-performing and collaborative work environment.

Ability to negotiate and administer contracts, leases, development agreements, and partnerships with airlines, tenants, developers, governmental agencies, consultants, and other stakeholders.

Ability to establish and maintain effective working relationships with elected officials, government agencies, business leaders, airport tenants and users, community organizations, consultants, the media, employees, and the public.
