JJ&S Environmental Services is seeking a Prevailing Wage / Certified Payroll Compliance Specialist & Office Admin to support our growing California public works and prevailing wage projects. This role is not for someone who only has experience inputting certified payroll. The correct person is able to navigate wage determinations, apprenticeship requirements. The correct person can review PLA project requirements and assess risk of non-compliance. They can take care proper documentation to show compliance and fulfillment of our obligations to unions.
The role is also responsible for supporting daily office operations, accounts receivables, and completing admin tasks as the designated admin for our Hayword office.
The ideal candidate is comfortable navigating and being main point of contact for prevailing wage projects. He/She has multiple years of hands-on experience with California prevailing wage projects, certified payroll reporting, working and strategically communicating with unions, DIR/eCPR requirements, labor compliance documentation, and construction or environmental services operations. The ideal cadidate can identify pre and post project payroll-related compliance issues are addressed before they become problems.
Key Responsibilities
- Be main POC to navigate public works and prevailing wage projects to identify applicable wage determinations, apprenticeship requirements classifications, counties, scopes of work, and compliance requirements.
- Review PLA project requirements and assess risk of non-compliance
- Negotiate and strategically communicate with unions to manage risk
- Assist with Accounts Receivables
- Determine employee hours by project, job number, classification, location, shift, overtime, and other project-specific requirements.
- Support DIR/eCPR submissions and maintain compliance with California public works reporting requirements.
- Use systems such as LCPtracker, Elation, DIR eCPR, or similar platforms to submit and manage certified payroll documentation.
- Assist with apprenticeship tracking, ratio requirements, DAS forms, and related public works compliance documentation where applicable.
- Help ensure workers are assigned to the correct craft/classification based on actual work performed.
- Respond to labor compliance requests from prime contractors, public agencies, payroll auditors, and internal leadership.
- Oversee daily office admin tasks at our Hayward office.
Required Qualifications
- Significant experience with California prevailing wage, certified payroll, or public works payroll compliance. If you are not excited to be POC for contractor, union compliance, this position is not for you.
- Strong understanding of California public works payroll requirements, including wage determinations, classifications, overtime, fringes, and certified payroll reporting.
- Experience using DIR/eCPR and/or labor compliance systems such as LCPtracker, Elation, or similar platforms.
- Ability to work with multiple departments, including Payroll, HR, Operations, Estimating, and field leadership.
- Comfortable performing administrative tasks, AR
- Proficiency with Microsoft Excel, Google Sheets, payroll systems, and document management systems.
- Experience in construction, environmental services, demolition, remediation, restoration, abatement, or other field-based construction/service industries.
Preferred Qualifications
- Familiarity with California DIR, DAS, apprenticeship requirements, training fund contributions, and labor compliance audits.
- Experience working with public agencies, prime contractors, school districts, municipalities, or other public works owners.
- Experience with Paychex, certified payroll software, or construction project management systems is a plus.

Pay: $75,000.00 - $90,000.00 per year
