Description: The Human Resources and Recruitment Specialist (HRRS) position requires the employee to provide direct support to the InSPIRE Leadership Team and the entire company in all aspects of human resources and talent acquisition. Exercising discretion, independent judgment, and superior communications skills in the performance of the job duties, the Specialist works as part of the integrated InSPIRE team to ensure seamless HR operations and a robust talent pipeline that supports contract pursuits, backfills, and garden-level growth across Intelligence Community (IC) and Department of Defense (DoD) SETA and A&AS programs. The position requires broad knowledge of HR policies and best practices, federal contracting requirements, payroll processes, position description management, and recruitment strategies tailored to TS/SCI-cleared veterans and technical professionals. The Specialist maintains positive relationships with InSPIRE leadership, prime contractors, candidates, and government personnel, represents InSPIRE in a positive light consistent with the company’s small-business esprit de corps and family-oriented culture, and keeps accurate time records in accordance with InSPIRE timekeeping policy.
Key Responsibilities:
- Oversee and execute comprehensive HR duties, including the development, implementation, and administration of company policies and procedures; employee onboarding; terminations; performance management; and related compliance activities to maintain a positive, mission-focused workplace culture.
- Assist PEO with benefit open enrollments, facilitate InSPIRE-offered benefit open enrollments, and conduct follow up reviews to ensure enrollment accuracy. Kick off employee dental and medical opt-out form completion and communicate employee medical and dental opt-out payments with Payroll Team.
- Maintain HR files, and coordinate with ISO 9001 Manager to ensure forms and templates follow ISO 9001 requirements. Maintain appropriate documents in employee personnel files.
- Bi-annually, facilitate employee satisfaction surveys, provide comprehensible data and assist ISO 9001 manager and Leadership in the development of solutions for valid issues affecting employees.
- Provide assistance to Leadership Team and Corporate Operations Manager in brainstorming, organizing, and attendance tracking for employee morale, retirement and team building events.
- Oversee and Manage Payroll Operations: Administer all aspects of payroll processing, including tracking payroll changes for each period, verifying the accuracy of payroll registers (e.g., employee pay, benefit deductions, opt-out payments, bonuses, and part-time hours), and performing calculations such as prorated pay for new hires. Ensure payroll is finalized and submitted by the strict ‘3pm Mountain Time, 3 days prior to the pay date’ deadline to meet PEO requirements.
- Ensure Payroll Compliance and Accuracy: Maintain meticulous records and execute payroll activities in compliance with InSPIRE’s federal contracting obligations and payroll policies. Regularly review and reconcile payroll data to guarantee accurate employee compensation, benefit deductions, and other payments, while meeting PEO deadlines with no exceptions.
- Manage the development, maintenance, and tracking of all position descriptions (PDs) and associated resumes to support accurate staffing, contract proposals, and internal talent alignment.
- Oversee the full recruitment lifecycle for contract pursuits, backfills, and garden-level growth, ensuring a robust incumbent pool and seamless transition from potential candidates to fully integrated employees who meet InSPIRE’s high standards for cleared, veteran professionals.
- Collaborate with the recruitment team to utilize various sourcing channels, such as LinkedIn, Indeed, Hiring our Heroes (HoH), word of mouth, direct observation, and outreach from candidates, to identify top-tier talent aligned with InSPIRE’s selective recruitment philosophy.
- Facilitate the Candidate Review Board, implementing the “Best Athlete” selection process to evaluate subcontractor candidates based on credentials, negotiation outcomes, and overall fit for the organization’s core values, technical expertise, and mission-first culture.
- Manage the negotiation process with viable candidates, presenting InSPIRE’s Total Compensation Estimated Value Summary and extending contingent offer letters that highlight the company’s top-tier compensation, family-oriented culture, and opportunities for meaningful mission impact.
- Track the completion of all agency prerequisites (including security clearances, background investigations, and counterintelligence polygraph exams) to transition imminent employees into fully integrated team members ready to support high-visibility space and intelligence missions.
Required Knowledge/Skills:
- Strong negotiation, communication, and interpersonal skills
- Excellent organizational and time management skills with the ability to prioritize tasks effectively
- Proficient in Microsoft Office Suite

Qualifications, Education and Experience: :

- Bachelor’s degree in related field
- Minimum of 5 years of experience related field
Pay: $50,000.00 - $80,000.00 per year
