About the Role
The Operations Manager - Guam/Micronesia position is responsible for all marine department functions in Guam/Micronesia related to vessels arrival/departures as dictated by cargo requirement, implementation of connecting carrier agreements and stevedoring for ports in all neighbor island ports. Operations will include scheduling in support of logistic requirements and effects implementation of such schedules. Oversees and directly responsible for the marine operations functions in Guam to meet key objectives and service standards as set forth in Operating Plan. Assist with management contracts of military or government vessels which may be operating anywhere in the world and also provide support for project cargo opportunities. Responsible for Guam/Micronesia and Okinawa Operations (CLX and Feeder vessels)
What you’ll do:

Directs and monitors vessel fleet, container, marine terminal activities to ensure cargo is handled in accordance with safety, quality, and operational standards. Responsible for operations administrative, operational functions and facilities maintenance to ensure timely scheduled docking and departures of all vessels and equipment availability.

Develops relationships with Guam, Micronesia, and Okinawa/Asia port officials and industry to effectively carry out operations duties.

Manages the performance of charter companies, connecting carriers, slot agreements and agencies for the Micronesia service to assure performance standards are met, also recommends changes as necessary.

Manages the Facilities and Maintenance Department of the Guam/Micronesia and supports the Okinawa trade through Guam F&M department.

Assist in the Management of marine engineering functions as requested by Honolulu, Matson South Pacific and Oak Corp.

Responsible for developing or implementing standards of best practices for processes. Collaborates with OAK CORP SQE and HQ Safety management team to identify areas for improvement.

Maintains knowledge of and familiarity with charter party provisions and ensures that the Company is in compliance with contract requirements.

Oversees marine department operations in the Guam/Micronesia and Okinawa Region. Develops, maintains, and evaluates vessel performance reports relative to speed, schedule integrity, fuel consumption. Works with other departments to assess and improve operational efficiencies to meet the needs of the customer.

For chartered vessels, documents and sends notices for on and off hire time and other requirements from charter party or vessel operations.

Assists with development and administration of the G&A budget and provides reports as required to meet government regulations. Assists with preparation of operating plans, capital budgets, and reports required by MARAD or MSC to support management contract requirements. Supports GAP savings initiatives.

Manages Operations and F&M budget and Capital budget plan for the region.

Responsible for Operations and F&M vendors and contractors (chassis maintenance vendors, parts, head office maintenance, security, etc.), and technical contracts (such as Performance Management Contracts) with the regional ports.

Attend military vessels under Matson management and stationed in Guam/Saipan/Okinawa.

Attend to any Matson vessels or operational needs as required.

Maintain CLX on-time performance in Guam/Okinawa.

Lead or participate in expansion or acquisition projects as requested by Sr. management team.

Partner with and contribute to AI initiatives to identify operational improvement opportunities and actively contribute domain expertise in the development and implementation of AI-driven tools that enhance vessel scheduling, cargo flow, performance tracking, and overall workflow.

And these qualifications:

B.S. degree in related industry or equivalent industry experience is required.

Extensive experience in multiple terminal operations or technical management industry.

Management and responsibility of multiple facilities in the Guam/Micronesia region or other large geographical area such as the South Pacific or other small country models.

Project Management experience with capital budgets over $10M/year.

Must be prepared to travel with little advance notice to the scene of domestic or overseas vessel emergencies.

Routine travel for regular vessel attendance or industry meetings as approved by the Sr. VP, Pacific.
