About Chillwater Cannabis Shop
Chillwater Cannabis Shop is the adult-use cannabis retail brand of Northstar Growth Companies. It operates in the Twin Cities metro with shops in Golden Valley, Spring Park, and Burnsville, and room to grow toward five locations under its Minnesota retail license.
The brand is built on a calm, welcoming experience rooted in trust, education, and care. Chillwater runs on Dutchie for point of sale, e-commerce, and inventory, and competes in one of the newest adult-use markets in the country.
The Role
This is the operating leader for the entire Chillwater brand. You own the P&L and the outcome — revenue, EBITDA, and enterprise value. You source product, run technology and marketing, lead the field organization, and open new stores.
This is a startup. The systems are being built, not inherited. You need to be a seasoned cannabis retail operator who can do the heavy lifting now and build the machine that scales.

North-Star Metric Goal and How It's Won
- Revenue: $3-5M / Store / year — Traffic, basket size, repeat visits, new stores
- EBITDA: $3M → $4M → $5M — Margin, labor, cost discipline (bonus tiers, 2027+)
- Enterprise Value: $20-$25M at 5x Multiple — Durable, scalable, profitable brand at disposition
Core Responsibilities
PRODUCT & MERCHANDISING
- Source product across all categories; own vendor relationships, buying, and assortment.
- Manage margin, pricing, and inventory turns; keep shelves stocked, fresh, and compliant.
- Use Dutchie and OCM seed-to-sale data to drive a data-informed merchandising strategy.
OPERATIONS & TEAM
- Oversee the Regional Manager, who oversees each store’s General Manager.
- Set and hold standards for service, compliance, cash handling, and store performance.
- Ensure full compliance with Minnesota OCM rules and seed-to-sale tracking across every location.
TECHNOLOGY (DUTCHIE)
- Own Dutchie end to end — POS, e-commerce, online menu, inventory, loyalty, and reporting.
- Configure and optimize the platform to grow conversion, basket size, and repeat visits.
- Keep menus, pricing, and promotions accurate and live across all shops.
MARKETING
- Build loyalty, SMS/email, in-store, local, and review-engine programs (paid social and search are restricted for cannabis).
- Track return on spend and tie every marketing dollar back to revenue.
GROWTH & NEW STORES
- Lead new store development — site selection, buildout, licensing, staffing, and launch.
- Build a repeatable opening playbook to scale toward the full license footprint.
Compensation
Base salary plus an EBITDA-based bonus and stock appreciation rights. Structured so the operator shares in the enterprise value they build.
- Base salary — Base Salary, commensurate with experience
- Performance bonus — EBITDA-based, beginning 2027 — $3M: X $4M: Y $5M: Z
- Stock appreciation rights — X% above baseline valuation (adjusted for new capital events); earned at disposition; vested over time
- The upside Bonus and SARs reward EBITDA growth and the enterprise value you build to exit
Who You Are
- Seasoned cannabis retail operator — multi-store leadership with a track record of growing revenue and profit. Required.
- Expert-level in Dutchie across POS, e-commerce, inventory, and reporting. Required.
- Deep working knowledge of Minnesota OCM rules and seed-to-sale compliance.
- Product sourcing and buying experience; strong on margin, assortment, and vendor management.
- P&L owner — comfortable being measured on revenue, EBITDA, and enterprise value.
- New store launch experience — site selection, buildout, licensing, and staffing.
- Startup builder — ready for the heavy lifting and building systems from scratch.
- Marketing-literate within cannabis advertising constraints; data-driven and hands-on.
Pay: $100,000.00 - $120,000.00 per year
