ABOUT THE ROLE
The Tennessee Department of Treasury is establishing a new enterprise compliance function for its retirement system and seeks a Director to build it from the ground up. This is a rare opportunity to shape a program from day one: develop the compliance framework, build the risk and control structure, and lead a team, rather than inheriting a program already in place. The role supports the Tennessee Consolidated Retirement System (TCRS), Deferred Compensation, Claims and Risk Management, the College Savings 529 Plan, and the ABLE 529A Plan.
WHAT YOU WILL DO
- Partner with senior leadership to develop the strategic plan for an enterprise compliance program.
- Create, implement, and monitor a comprehensive risk framework across all non-investment operations.
- Establish a control structure and compliance plan based on applicable laws, rules, and guidance.
- Develop and maintain a contract compliance program and coordinate compliance liaisons across program areas.
- Perform second-line testing of controls, investigate incidents, and lead remediation.
- Deliver compliance education and training that builds a culture of compliance department-wide.
- Manage direct reports and lead federal agency audits (DOJ, IRS, SEC).
REQUIRED QUALIFICATIONS
- Juris Doctor (JD) from an ABA-accredited law school. (Required)
- Minimum of five (5) years of experience as a compliance officer. (Required)
- Minimum of three (3) years of experience as a compliance officer for a pension plan. (Required)
- Minimum of three (3) years leading a team of compliance professionals and managing large-scale projects. (Required)
- Demonstrated experience developing Risk and Control Matrices or building compliance frameworks. (Required)
PREFERRED QUALIFICATIONS
- Master of Business Administration, or a JD with coursework in Business, Accounting, or a related field.
- Certified Compliance and Ethics Professional (CCEP) certification.
