The Town of Brookneal (population approximately 1,050) is seeking a full‑time Town Manager to serve as the chief administrator for the Town. The successful candidate will be assertive, efficient, and possess strong leadership skills to oversee all Town affairs, including budgets, personnel, facilities, procurement, grant administration, police services, and public relations.
This position emphasizes the application of professional expertise and the day‑to‑day management of Town operations in accordance with policies established by the Town Council, the Town Charter, and applicable Town, State, and federal laws and regulations. The Town Manager works directly for the Town Council and is expected to exercise a high degree of independence, initiative, and judgment.
Major responsibilities include directing the development and administration of the Town budget and capital programs, overseeing the development and implementation of the Town’s strategic plan, and setting goals and objectives to meet operational needs.
Essential Duties and Responsibilities
1. Maintain rapport with the community by meeting or communicating with citizens, business owners, civic groups, and the Town Council to resolve concerns, answer questions, and address issues.
2. Attend all Town Council meetings, with the right to speak when recognized by the Mayor or Council. This position has no voting authority.
3. Keep the Town Council advised of the Town’s financial condition (in conjunction with the Treasurer), future needs, and matters affecting proper administration; provide recommendations as needed.
4. Prepare and submit the annual Town budget and administer it after adoption; present financial and activity reports as required (in conjunction with the Treasurer).
5. Perform duties prescribed by the Town Charter, required by the Town Council, or required of a town administrator under the laws of the Commonwealth of Virginia.
6. Remain informed about issues discussed by Council and committees.
7. Plan, coordinate, and direct the operations of Town departments and programs; evaluate organizational issues and facilitate solutions.
8. Provide overall organizational leadership and promote Town values.
9. Facilitate and sustain positive labor relations to ensure maximum employee productivity.
10. Ensure accountability throughout the Town organization.
11. Maintain responsibility for intergovernmental relations with other towns, agencies, and public/private organizations.
12. Oversee Town projects and assist Town committees, including sidewalks, ARPA‑funded projects, beautification efforts, and other initiatives; work with agencies such as VDOT, OSHA, DEQ, and others as needed.
13. Demonstrate strong experience in identifying, researching, writing, and administering grants. As a small municipality with limited financial resources, Brookneal relies heavily on external funding to support capital improvements, infrastructure, economic development, and community programs. The Town Manager must proactively pursue funding opportunities and successfully secure and manage grants from federal, state, and private sources.
Education and Experience
- Bachelor’s degree in Public Administration, Business Administration, or a related field required.
- Three years of senior management experience in municipal government preferred.
- Experience working with commissions, boards, and committees preferred.
Licenses or Certifications
- Valid Virginia Driver’s License required.
Residency Requirement
Residency within the Town of Brookneal is not required. However, the successful candidate must establish and maintain residency within the Commonwealth of Virginia as a condition of employment. While relocation into the Town limits is not mandatory, residency within or near the Town is preferred and will be considered favorably during the selection process.
