Position Summary
Central Strategies is seeking a hands-on Knowledge Management and Data Analytics Specialist to strengthen enterprise information sharing, decision support, and operational transparency within a senior federal CIO organization. The specialist will design and maintain knowledge management processes, develop executive-ready Power BI dashboards, and administer or optimize ServiceNow knowledge and workflow capabilities. The ideal candidate can translate mission and business requirements into governed data products, intuitive reporting, and sustainable KM practices.
Key Responsibilities
· Develop and implement enterprise knowledge management plans, operating procedures, governance standards, taxonomies, metadata, and content-lifecycle controls.
· Build, publish, and maintain Power BI dashboards, scorecards, and reports that convert operational data into actionable insights for senior leaders and program stakeholders.
· Use Power Query, data modeling, and DAX to integrate, transform, validate, and visualize data from ServiceNow, SharePoint, Excel, and other approved enterprise sources.
· Configure and improve ServiceNow knowledge bases, catalog content, workflows, dashboards, reporting, and data-quality practices in coordination with platform administrators and process owners.
· Establish repeatable processes for capturing, reviewing, approving, publishing, maintaining, archiving, and retiring knowledge articles and other authoritative content.
· Facilitate requirements sessions with technical and nontechnical stakeholders; translate needs into user stories, process maps, data definitions, dashboard specifications, and acceptance criteria.
· Analyze current business processes, identify knowledge and reporting gaps, and recommend automation or workflow improvements using ServiceNow and Microsoft Power Platform capabilities.
· Create and maintain standard operating procedures, playbooks, templates, data dictionaries, user guides, and training materials.
· Monitor adoption, usage, data quality, and performance metrics; brief findings and recommendations to government and program leadership.
· Support communities of practice, working groups, training sessions, and change-management activities that improve knowledge sharing across organizational boundaries.
· Ensure dashboards, data products, and knowledge repositories comply with applicable records-management, cybersecurity, privacy, accessibility, and information-governance requirements.
Required Qualifications
· Bachelor's degree and at least 5 years of relevant experience in knowledge management, data analytics, business intelligence, process improvement, or a related discipline; additional relevant experience may substitute for a degree.
· Demonstrated experience supporting a federal civilian, Department of Defense/Department of War, military Service, or Intelligence Community organization.
· Advanced hands-on experience developing Power BI reports and dashboards, including data modeling, Power Query, DAX, visualization design, refresh management, and data-quality validation.
· Hands-on experience with ServiceNow reporting, dashboards, knowledge management, ITSM workflows, or related platform capabilities.
· Experience designing and implementing KM governance, content workflows, taxonomies, metadata standards, and knowledge repositories.
· Proficiency with SharePoint Online, Microsoft Teams, Excel, and PowerPoint; familiarity with Power Automate and Power Apps.
· Ability to communicate complex data and process findings clearly to executive, technical, and operational audiences.
· Strong facilitation, documentation, customer-service, and independent problem-solving skills.
· Active Secret security clearance at the time of hire.
Preferred Qualifications
· Experience supporting a CIO, CDO, enterprise IT, digital modernization, or portfolio-management organization.
· Experience connecting Power BI to ServiceNow data through approved APIs, exports, data warehouses, or enterprise integration layers.
· Working knowledge of SQL, data governance, master data, and role-based access controls.
· Experience with Agile delivery tools and methods, including Jira, Azure DevOps, or ServiceNow Agile Development.
· Microsoft Certified: Power BI Data Analyst Associate (PL-300), ServiceNow Certified System Administrator, ITIL 4, Certified Knowledge Manager, or comparable credential.
· Experience with Section 508-compliant dashboard and content design.
Success in This Role
· Leaders have timely, trusted dashboards that answer mission and operational questions without extensive manual reconciliation.
· ServiceNow and related repositories contain current, searchable, governed, and reusable knowledge.
· Business processes and reporting workflows are documented, measurable, and increasingly automated.
· Stakeholders consistently adopt the KM standards, dashboards, and tools delivered by the team.

Pay: $120,000.00 - $140,000.00 per year
