POSITION DESCRIPTION
Position Title: Occupancy & Compliance Specialist
Work Location: On-site at an assigned Lesley Senior Communities property in San Mateo or Half Moon Bay, California. Travel between properties may be required. Primary location in San Mateo.

Supervision: This position reports directly to the following:
· Primary Supervisor: Assistant Administrator
· Secondary Supervisor: Director of Management & Operations
Position Summary:
The Occupancy Specialist is responsible for administering all occupancy and compliance activities for the 198 HUD Senior Project Rental Assistance Contract (SPRAC) units at Lesley Towers and the 56 affordable housing units at Lesley Plaza. Responsibilities include completing certifications, maintaining resident files, processing occupancy transactions, and ensuring compliance with HUD and other applicable regulations while providing excellent customer service. Work assignments may be adjusted, and the Occupancy Specialist may be required to provide support at other Lesley Senior Communities properties based on organizational needs.
DUTIES AND RESPONSIBILITIES
Occupancy and Compliance
- Complete annual and interim recertifications for assigned residents.
- Process move-ins, move-outs, transfers, interim certifications, and other occupancy transactions.
- Maintain certification schedules and ensure all deadlines are met.
- Schedule certification appointments and notify residents of required documentation.
- Interview residents and collect, review, and analyze financial and household documentation, including income, assets, and medical expenses.
- Obtain and review third-party verifications.
- Calculate household income, assets, deductions, and tenant rent in accordance with program requirements.
- Prepare certification forms, obtain resident signatures, and provide required notices.
- Maintain complete and accurate resident files and records in accordance with HUD and organizational requirements.
- Perform accurate data entry and maintain resident information in RealPage OneSite, Excel, and other required systems.
HUD Compliance
- Utilize the Enterprise Income Verification (EIV) system to verify eligibility and resolve discrepancies.
- Prepare and submit certifications through RealPage.
- Run SAVE (Systematic Alien Verification for Entitlements) verifications, as needed, to verify eligible immigration status in accordance with HUD requirements.
- Run National Tenant Network (NTN) screening reports, as needed, in accordance with organizational policies and applicable program requirements.
- Maintain compliance with HUD Handbook 4350.3, HOTMA, Fair Housing, VAWA, and other applicable regulations.
Resident Services
- Provide courteous and professional service to residents, applicants, agencies, and the public.
- Explain certification requirements, rent calculations, and occupancy policies.
- Respond to resident inquiries.
- Prepare incident reports as needed.
- Refer residents to Resident Services or other staff when appropriate.
- Maintain confidentiality of resident information.
Administrative Responsibilities
- Prepare letters, notices, reports, and other occupancy-related correspondence.
- Maintain certification logs and occupancy reports.
- Assist with HUD audits, Management and Occupancy Reviews (MORs), and file audits.
- Assist with applicant processing, marketing activities, and property tours as needed.
- Provide backup administrative support as assigned.
- Perform other related duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of HUD occupancy requirements, HUD Handbook 4350.3, EIV, TRACS, Fair Housing, HOTMA, and VAWA.
- Ability to interpret and apply federal, state, and local housing regulations.
- Strong organizational, multitasking, and time management skills.
- Strong analytical skills and attention to detail.
- Excellent written, verbal, and interpersonal communication skills.
- Ability to maintain confidentiality.
- Strong customer service skills.
- Proficiency in Microsoft Word, Excel, Outlook, Adobe Acrobat, and RealPage OneSite.
- Ability to work independently and as part of a team.
EDUCATION AND EXPERIENCE
- High school diploma or equivalent required; college coursework preferred.
- Two (2) years of affordable housing occupancy, compliance, or property management experience preferred.
- Experience with HUD affordable housing programs preferred.
- Experience using RealPage, OneSite, EIV, and TRACS preferred.
- COS, CPO, or similar affordable housing certification preferred, or the ability to obtain certification after hire.
LICENSES
- Valid California Driver License required.
- Must be insurable under the organization's automobile insurance policy.
PHYSICAL REQUIREMENTS
- Some bending, stooping, reaching, and light lifting required.
- Ability to travel between assigned properties.
- Ability to manage multiple priorities and meet deadlines.
- Must be able to conduct resident appointments in resident apartments, management offices, or other designated on-site or off-site locations, as needed.

Pay: $30.00 - $34.00 per hour
