Job Summary:
As a Business Analyst II, you will lead and support requirements analysis, documentation, and testing for federal government IT applications. You will collaborate closely with subject matter experts, technical leads, project managers, and other stakeholders to ensure high-quality deliverables that meet functional, security, and compliance requirements. This is a remote position with occasional on-camera meetings.

Essential Duties and Responsibilities (as assigned):
Requirements Analysis & Elicitation
- Gather, document, and analyze functional and non-functional IT system requirements.
- Serve as a liaison between client stakeholders and software development teams.
- Apply design thinking and Agile methodologies to refine requirements.
Testing & Quality Assurance
- Develop, maintain, and execute test plans, scripts, and use cases for UAT, regression, and integration testing.
- Support defect tracking and resolution.
Documentation & Training
- Create and maintain user manuals, technical documentation, and training materials.
- Conduct group or one-on-one training sessions for end-users.
Security & Compliance
- Ensure deliverables meet federal regulations, including Section 508, FISMA, and FEDRAMP.
- Identify and help mitigate security risks in collaboration with technical teams.
Stakeholder Communication
- Provide regular status updates and escalate risks or issues promptly.
- Participate in Agile ceremonies (planning, backlog refinement, standups, demos, retrospectives).
Required Skills and Abilities:
Technical Expertise
- 3–5 years of experience in IT business analysis, IT modernization, or process improvement, including training responsibilities.
- Proficiency with Microsoft Office 365 (Outlook, Word, Excel, PowerPoint, Teams, SharePoint).
- Familiarity with Agile SDLC methodologies (Scrum, Kanban, SAFe) and design thinking principles.
- Knowledge of software/system configuration, change management, and release management.
- Experience with business process analysis and/or GIS applications.
- Experience walking into unfamiliar application environments and asking the right questions about data connectivity, pain points, workflow bottlenecks, and API availability.
- Familiarity with permitting, regulatory, and/or environmental review workflows.
- Knowledge of multi-agent AI systems.
- Proficiency with project management and visualization tools such as JIRA, Confluence, Visio, Tableau, Power BI, and ArcGIS.
- Experience supporting IT modernization efforts, including cloud migration and digital services integration.
Education
Associate’s degree in management information systems, computer science, business, related discipline, or equivalent experience.

Compensation: $70,700-85,700 per year
