JOB FUNCTION:
This position provides community engagement to strengthen Clay County families through comprehensive service navigation and direct support. This position works collaboratively on projects creating economic mobility for individuals and families like the Family Resource Center (FRC), Supplemental Nutrition Assistance Program (SNAP), and MNsure health insurance. Additionally, the role provides independent oversight, community outreach, and volunteer opportunities for the Volunteer Income Tax Assistance (VITA) program. The employee is expected to exercise a high degree of discretion and independent judgment while working a flexible schedule that regularly includes evening and weekend hours.
QUALIFICATIONS:
Minimum

One of the following:
- Associate's degree in a human service-related field

Thee to five years of relevant experience
- Availability to work a flexible schedule as needed for program operation

Valid driver’s license and current vehicle insurance
Preferred

Bachelor's degree in social work or in a human service-related field

Experience with income tax preparation

Lived experience or a history working with individuals with low incomes

ESSENTIAL FUNCTIONS:
Implement Program Activities:
a) Provide coordinated, person-centered support to individuals and families by completing intakes, identifying needs, and assisting with navigation and application for services
b) Connect participants to community resources, including arranging translation services as needed, and distribute flexible funding when available to address urgent needs
c) Support the organization’s mission by collaborating with the Family Resource Center Core Team to foster strong, healthy, and resilient families
d) Lead the Volunteer Income Tax Assistance (VITA) program by recruiting, training, and supervising volunteers, and managing day-to-day operations to ensure high-quality, compliant tax preparation services in accordance with IRS guidelines
e) Oversee tax preparation activities including screening, return preparation, quality review, electronic filing, and secure record retention, while maintaining strict confidentiality of taxpayer information
f) Serve as the primary point of contact for taxpayer inquiries year-round and provide ongoing assistance with tax-related filings, including Property Tax Refunds and Renter’s Credits
g) Conduct outreach and education on programs and benefits available to low-income households (e.g., EITC, Child Tax Credit, MNsure, SNAP)
h) Travel to regional tax sites as needed and participate in ongoing professional development, including IRS and Department of Revenue trainings and webinars
i) Schedule and coordinate training and education including Homebuyer Education and Financial Fitness
j) Coordinate services for families enrolled in the FAIM program for asset development
k) Act as the main point of contact for volunteer opportunities within the agency
Data and Documentation
a) Assist in reporting of program outcomes
b) Collect and track data and outcomes of those being served. Enter data into data management system(s)
c) Assist with grant reporting and monitoring as requested
Agency and Division Support
a) Represent Agency in communities we serve
b) Align and build on efforts to achieve a shared vision and common goals in serving people
c) Assist with Agency projects as requested
d) Attend and participate in agency, community and state meetings as requested
e) Participate in agency provided trainings and seek out additional training to enhance professional development
f) Assist with onboarding and training of Agency team members as requested
g) Compile and submit required documentation
h) Availability to work designated Agency hours for your Division and position
