This recruitment is for Level I.
The salary range for level I is $1,623.20 - $2,174.40 biweekly ($20.29 - $27.18 per hour).
The eligibility list created from this recruitment may be used to fill any current or future vacancies in ANY Butte County Department.

DEFINITION
Under immediate or general supervision, investigates and pursues the collection of delinquent accounts involving revenues due to the County; performs office work related to collections activities, delinquencies collected, and assigned account balances; and performs related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives immediate (Revenue and Reimbursement Officer I) or general supervision (Revenue and Reimbursement Officer II) from the assigned supervisor. Exercises no direct supervision over staff.
CLASS CHARACTERISTICS
Revenue and Reimbursement Officer I: This is the entry-level class in the Revenue and Reimbursement Officer series. Incumbents learn the techniques of investigating and pursuing the collection of delinquent accounts involving all revenues due to the County. Positions at this level usually perform most of the duties required of Revenue Recovery Officer II positions but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. As experience is gained, assignments become more varied and are performed with greater independence.
Revenue and Reimbursement Officer II: This is the journey-level classification in the Revenue and Reimbursement Officer series. Positions at this level are distinguished by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.
Positions in the Revenue and Reimbursement Officer class series are flexibly staffed; positions at the II level may be filled by advancement from the I-level; progression to the II-level is dependent on (i) management affirmation that the position is performing the full range of duties assigned to the classification; (ii) satisfactory work performance; (iii) the incumbent meeting the minimum qualifications for the classification including any licenses and certifications; and (iv) management approval for progression to the II-level.

Manages a caseload of assigned clients for collection of money owed to Butte County by civil and criminal offenders; monitors accounts for compliance to payment plan agreements.

Collects and enforces collection efforts of current and delinquent revenues through correspondence and personal or telephone contact with debtors.

Obtains information on and locates debtors with delinquent accounts including credit reports and information from various governmental agencies.

Interviews and corresponds with debtors to elicit payments and explain County policies and legal requirements explaining the purpose and the procedures of the county’s collection unit, including the consequences of non-payment; persuades debtors to make voluntary payments on accounts; sets up payment schedules; works with debtor to make alterations to payment plan; maintains detailed records of interviews and agreements.

Obtains and verifies personal and financial information including addresses, employment, earnings, property holdings, credit, bank accounts, assets, liabilities and similar information from referring departments and other agencies; researches tax records and other County records to determine assets of debtors.

Receives, receipts, and posts payments to appropriate accounts; collects credit card information over the phone; maintains and balances accounts; verifies account balances; calculates interest due.

Recommends legal action for non-compliance according to policy and procedures; prepares and files complaints; prepares records in support of complaint.

Represents the County in collection matters in Small Claims Court; functions as the Court’s Hearing Officer under applicable codes.

Researches, prepares, and responds to correspondence of a legal and technical nature.

Maintains all records with accuracy and completeness, and in accordance with County records retention policies and procedures.

Performs related duties as assigned.

PHYSICAL DEMANDS

Mobility to work in a standard office setting and use standard office equipment, including a computer; primarily a sedentary office classification although standing in work areas and walking between work areas may be required; occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information; ability to lift, carry, push, and pull materials and objects up to 10 pounds.

Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.
WORKING CONDITIONS

Employees work in an office with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.

Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

Disaster Service Worker
All Butte County employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker related training as assigned, and to return to work as ordered in the event of an emergency.
