General Description
The principal function of an employee in this class is to prepare monthly billings and maintain accounts for City utility customers, perform general clerical and accounting support duties and records maintenance, and provide customer service. A Utility Billing Clerk must possess accounting, clerical, and customer service skills; he/she acquires knowledge of Department functions through on-the-job experience and becomes a Department-related specialist with a good working knowledge of Department policies and procedures. The work is performed under the supervision of the City Clerk, although some latitude is granted for independent judgment using standard practices to resolve customer issues or correct procedures. The principal duties of this class are performed in a general office environment.
Essential Duties
- Prepare and process monthly utility billings.
- Set up, update, and close utility accounts; maintain accurate records of charges, payments, and balances.
- Reconcile accounts and assist with balancing with the general ledger; prepare related reports.
- Monitor delinquent accounts and assist with service shutoff processes in accordance with City procedures.
- Provide customer service by phone and in person; explain accounts, policies, and procedures and resolve routine concerns.
- Enter and maintain data in billing systems; ensure accuracy of records and documentation.
- Prepare and maintain monthly reports, correspondence, logs, and filing systems.
- Perform general clerical duties such as data entry, typing, and filing.
- Perform all duties in accordance with City policies, procedures, and safety practices.
- Cross-train to support other administrative functions.
- Perform all other duties as assigned.
Knowledge, Skills, and Abilities
- Knowledge of basic accounting, customer service practices, and office procedures.
- Ability to maintain accurate records, manage multiple tasks, meet deadlines, and communicate effectively.
- Ability to provide professional and courteous service and work effectively with the public and staff.
Minimum Qualifications
- High school diploma or GED; coursework in accounting or business preferred.
- One (1) year of billing, accounting, or clerical experience preferred; municipal experience a plus.
- Or any equivalent combination of education and experience.

Work Environment:
The noise level in the work environment is usually quiet – typical of what is generally found in an office setting. The employee will occasionally be exposed to inclement weather and tripping hazards.
