Full Job Description

Job Responsibilities

Serves as the Accountant /Fiscal Analyst for the SC Department on Aging (SCDOA). The Accountant/Fiscal Analyst performs duties in support of the SCDOA financial operations, accounting and reporting functions to include accounts payable, accounts receivable, and financial reporting. The Accountant/Fiscal Analyst will also assist with maintaining general ledger accounts.

Responsible for agency accounts receivable functions to include auditing and reconciling general ledger accounts and preparing correcting entries in SCEIS. Collect, review and prepare daily deposits, scan, process and post into SCEIS. Process ACH deposits from the Treasurer’s Office and reconciles SCEIS report to ensure accuracy.

Create accounts receivable (due to) invoices to vendors and accurately process in SCEIS. Creates IDT receivables in SCEIS for State Agencies.

Supports accounts payable functions to include auditing and reconciling general ledger accounts and preparing correcting entries in SCEIS. Manages the agency's billing inbox and IDT payables in SCEIS. Reviews agency transactions in SCEIS to include journal entries, travel and employee reimbursements. Serves as a backup to accounts payable functions as needed.

Maintains agency funding codes listing and provide information to appropriate departments and personnel.

Provides additional support to SCDOS and the finance department as necessary, to include but not limited to participating in agency events.

Minimum and Additional Requirements

A high school diploma and professional experience in a related area such as accounting, auditing, finance, or banking. A bachelor's degree with multiple accounting courses may be substituted for the required work experience.

Knowledge of the principles, practices, theories, and terminology of accounting, auditing, banking, budgeting, and financial management. Knowledge of state government fiscal and accounting processes. Knowledge of office practices and procedures. Knowledge of financial statement analysis. Ability to proficiently apply mathematical concepts. Ability to interpret and analyze financial data, records, and reports. Ability to supervise subordinates. Ability to establish and maintain effective working relationships with others. Ability to communicate effectively both orally and in writing.

Preferred Qualifications

An associate degree and two years of relevant experience with working knowledge of SCEIS. Working knowledge of SCEIS general ledger accounting to include Accounts Payable and Accounts Receivable Invoice processing.
