Job Description:
We are seeking a highly experienced and results-driven Senior Project Manager to support the New York State Information Technology Services (NYS ITS) on a major Health and Human Services Eligibility system modernization initiative. This position requires a proven leader with deep experience in managing large-scale, complex projects, especially in the public sector and health and human services domains.
Key Responsibilities:

Lead the planning, execution, and delivery of large-scale IT projects within the Health and Human Services domain.

Oversee all phases of the project lifecycle, ensuring compliance with schedule, budget, and scope.

Coordinate with cross-functional teams including business analysts, technical architects, developers, QA teams, and external vendors.

Manage stakeholder expectations, reporting, and communications at executive and operational levels.

Act as a subject matter expert in eligibility systems, data integration, and project governance frameworks.

Facilitate risk assessments and develop mitigation strategies.

Ensure project alignment with data privacy and compliance standards.
Mandatory Qualifications:

15+ years of experience as a PMO Project Manager, including work within a PMO supporting Health and Human Services Eligibility systems such as Medicaid, Public Assistance, SNAP, HEAP, or ChildCare.

Proven experience with data conversion and data modeling, including work with legacy systems, ETL teams, and data quality validation.

7+ years of experience managing complex, multi-disciplinary projects, including at least 2 years in a leadership role.

Demonstrated experience managing program budgets of $100 million or more.

Current PMP certification (or equivalent) from the Project Management Institute (PMI).

7+ years of hands-on experience with Microsoft Project and Microsoft Project Online, including resource-loaded project schedules, resource assignments, and use of VBA scripting for reporting or automation.

In-depth knowledge of data governance, privacy, compliance standards, and at least 5 years of experience with Agile methodologies and technical project delivery.

Bachelor's degree in Business, Computer Science, Engineering, or a related field.

Strong experience working directly with technical teams, data analysts, and integration partners, with confidence in leading and facilitating technical discussions.
Preferred Skills (Nice to Have):

Prior experience working with New York State government agencies.

Familiarity with NYS ITS processes and project governance frameworks.

Experience with federally funded programs and reporting requirements.
