Instructional Systems Specialist
Our client, a leading Pacific Northwest utility provider committed to public service and environmental stewardship, is seeking an Instructional Systems Specialist for their Vancouver, Washington location. In this role, you will support the design, development, implementation, and continuous improvement of technical training programs for skilled trades and field operations personnel. Responsibilities include collaborating with subject matter experts to develop instructional materials, supporting apprenticeship and continuing education programs, and helping ensure training content remains current, effective, and aligned with organizational and regulatory requirements.

Pay Rate or Range: 34.25 – 36.25/hr., DOE
Location: Vancouver, Washington – Mostly Remote! (1-day per week onsite)
Key Responsibilities for Instructional Systems Specialist:
- Design, develop, and maintain web-based technical training courses using instructional design best practices and eLearning authoring tools.
- Partner with subject matter experts to gather technical content and translate complex information into engaging, interactive learning materials.
- Create and update online training modules, assessments, quizzes, and knowledge checks using tools such as Storyline 360, Adobe Captivate, ToolBook, or similar platforms.
- Develop multimedia learning content including voiceovers, instructional videos, graphics, animations, diagrams, and other visual learning assets.
- Edit and enhance photos, graphics, videos, and illustrations using Adobe Creative Suite and other multimedia design tools.
- Create technical illustrations, process diagrams, forms, workflows, and documentation using SharePoint, Visio, and related applications.
- Maintain and update training websites, SharePoint pages, forms, and learning resources to ensure content remains accurate and accessible.
- Test, troubleshoot, and enhance online training content to ensure functionality, compatibility, and a positive learner experience.
- Research and implement current instructional design methodologies, adult learning principles, and eLearning best practices to continuously improve training effectiveness.
- Maintain training documentation, files, and digital assets in accordance with organizational records management and compliance requirements.
Requirements/Qualification for Instructional Systems Specialist :
- Bachelor's degree in Instructional Design, Education, Training & Development, or a related field preferred.
- 1+ year of experience as an Instructional Designer, Training Specialist, Course Developer, or Instructional Systems Designer.
- Advanced proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, and Outlook.
- Experience developing and maintaining SharePoint sites, pages, forms, workflows, and content.
- Proficiency with eLearning authoring tools such as Articulate Storyline 360, Adobe Captivate, ToolBook, or similar instructional design software.
- Experience with Adobe Creative Cloud applications including Photoshop, Illustrator, InDesign, Premiere Pro, Audition, Bridge, and related multimedia development tools.
- Experience creating and editing multimedia learning content, graphics, videos, and interactive training materials.
- Working knowledge of HTML, SnagIt, Visio, Microsoft InfoPath, Nintex, and other instructional technology tools.
