Summary of Responsibilities:
We are seeking an experienced and compassionate Executive Director / Personal Care Home Administrator to provide overall leadership, management, and operational oversight of our personal care home community. This position is responsible for ensuring the community delivers high-quality, person-centered services while maintaining compliance with Pennsylvania regulations and company standards.
The Executive Director leads all aspects of community operations, including resident care and safety, staffing, regulatory compliance, financial and labor management, employee engagement, resident and family relations, and overall community performance. This leader works closely with the Resident Care Director and department leaders to ensure effective communication, appropriate staffing, quality care, and a positive resident experience.
The ideal candidate is a strong, hands-on leader who is passionate about senior living, develops and supports their team, holds others accountable, and is committed to creating a community where residents are treated with dignity, respect, and compassion.
Essential Functions/ Duties:
Essential duties may include, but are not limited to:
Operations & Regulatory Compliance

Provides leadership and ensures implementation of company policies and procedures in accordance with federal, state, and local regulations.

Ensures community-wide compliance with all applicable federal, state, and local regulations governing personal care homes.

Maintains readiness for regulatory inspections through routine audits of policies, records, environmental standards, and documentation.

Oversees infection control, safety programs, emergency preparedness, and resident rights compliance.

Ensures all services are delivered in a manner that respects resident dignity, privacy, and independence.
Leadership & Staff Management

Recruits, hires, trains, supervises, and evaluates department leaders and staff.

Provides ongoing coaching, performance management, and annual evaluations for management team members.

Promotes team engagement, participation, and communication through regular staff meetings and leadership presence.

Ensures appropriate staffing levels are maintained to meet resident needs at all times.

Oversees orientation and ongoing training programs for all employees.
-
Leads employee retention, engagement, and recognition initiatives.
Clinical Oversight
-
Supervises and supports the Resident Care Director (RCD) and care team.
-
Delegates clinical oversight responsibilities to the Resident Care Director while maintaining overall accountability for care quality and compliance.

Ensures proper development, implementation, and monitoring of resident service plans.

Conducts routine audits of resident records and charts to ensure compliance and accuracy.

Ensures residents have access to appropriate medical and psychosocial services.

Assists with resident move-ins, assessments, and coordination of care as needed.
Resident & Family Relations

Addresses and resolves concerns, complaints, and grievances from residents, families, and staff.

Builds and maintains strong relationships with residents and families.

Ensures leadership visibility and engagement in the community.

Communicates significant issues or concerns to senior leadership in a timely manner.
Financial & Operational Management

Accountable for overall community performance, including quality of care, regulatory compliance, financial results, and resident satisfaction.

Oversees financial performance including budgeting, forecasting, labor management, and expense control.
-
Ensures the community meets or exceeds financial and occupancy goals.
-
Manages staffing models, FTE allocation, and operational efficiency.
-
Assists with capital planning and operational improvements.
Sales, Marketing & Community Relations
-
Serves as the sales leader for the community, driving occupancy and census growth.
-
Provides strategic oversight of community census and occupancy performance in partnership with the Director of Marketing and Admissions.

Holds accountability for occupancy goals while supporting and guiding sales and marketing initiatives.

Collaborates with the Director of Marketing and Admissions on outreach strategy, referral development, and community positioning.

Builds and maintains key external relationships with healthcare providers, referral sources, and community partners.

Supports marketing efforts through leadership presence, participation in select tours, and community engagement activities as needed.
Emergency & Administrative Oversight

Responds to and manages emergencies in accordance with regulatory and company protocols.

Maintains on-call availability as required.

Ensures hiring and employment practices comply with company policies and applicable regulations in coordination with Human Resources

Collaborates with executive leadership on new programs, services, and strategic initiatives.
Supervisory Responsibilities:

This position directly supervises department leaders and all community staff.
Position Type/ Expected Hours of Work:

Full-time Exempt position. Hours may vary based on operational needs. Evening, weekend, holiday, and on-call availability required.

Education and Experience Requirements:

High school diploma or equivalent. (Required)

College degree (Preferred)

Prior experience as an Executive Director, Administrator, or General Manager in healthcare, senior living, or related field (Preferred)
Administrator Qualifications (must meet one of the following per PA regulations):

Registered Nurse (RN) license
-
Licensed Practical Nurse (LPN) license with one year of related experience

Associate degree or minimum 60 college credits

Personal Care Home Administrator license
