Bailey Information Technology is hiring a Mid-Level Program Analyst to provide support for the Office of Research and Technology Applications (ORTA) Team at the National Geospatial-Intelligence Agency (NGA) onsite in Springfield, VA.
The position shall support NGA Research’s mission to be a premier R&D organization with the unique focus of leading GEOINT research. NGA Research is responsible for performing scientific research and transitioning innovative concepts and capabilities to solve NGA, NSG, Allied System for Geospatial Intelligence (ASG), IC, and DoD hard problems. NGA Research requires support staff who can assist in the day-to-day coordination and data management that support these activities.
What You'll Do in Your New Role:
NGA Research necessitates SETA support distinct from NGA Financial Management (FM) for R&D program planning, budget formulation, acquisition assistance, and the financial management of RDT&E and O&M funds. This support will benefit the PPE team, Technical Offices, and Pods in both programmatic and financial matters for ongoing and new initiatives, projects, and procurements.
The following functions are to be performed:
Must have great communication skills.
Must have extensive knowledge of strategic business partnerships.
Knowledge of Intellectual Property, Export Control/ITAR, TRLs, and security classification which inform program protection and transition.
Experience or education in developing and implementing an effective Knowledge and experience in R&D program development from concept inception to transition of technologies; experience or education in program management and understanding of cost, schedule, and performance.
Knowledge of RDT&E funding, the PPBE process and FAR, DFARS FMR for structuring program schedules and planning execution of funding; experience drafting, reviewing, and editing R&D statements of work (SOWs), contracts, agreements such as Technology Transfer agreements, CRADAs, EPA, PIA, etc., and other program documentation.
Communications strategy to support the execution of the Technology Transfer program.
Experience writing, editing, and distributing content, including publications, public releases, website content, annual reports, and other materials that communicates the organization's activities, products and/or services internally as well as external to organizations.
Required Qualifications:
BA/BS or MA/MS in business management, systems management, communications & marketing or equivalent degree.
Greater than or equal to ten years of work experience.
Active TS clearance with SCI eligibility
Willingness to sit for a CI Poly
Desired Qualifications:
MBA with concentration in Technology Management
Prior or current experience working with a research and development organization or government agency
