About Helpful Hands to Recovery
Helpful Hands to Recovery is a community-based behavioral health organization contracted with the Texas Health and Human Services Commission (HHSC) to provide Recovery Management services to adults with serious mental illness.
We assist individuals with maintaining psychiatric stability, accessing medical and behavioral health services, securing benefits, maintaining housing, strengthening independent living skills, and connecting with community resources.
Our Recovery Managers work closely with clients, provider agencies, group homes, Local Mental Health Authorities, medical providers, psychiatric providers, family members, and other members of the treatment team. Services are person-centered and designed to help individuals remain stable in the community, work toward their recovery goals, and reduce the risk of hospitalization, homelessness, incarceration, or loss of needed supports.
Helpful Hands to Recovery serves clients in multiple regions throughout Texas and continues to expand its relationships with behavioral health providers, residential programs, community organizations, referral sources, and other professionals.
Position Summary
Helpful Hands to Recovery is seeking an organized, dependable, and motivated Program Coordinator to support the daily operations, quality, compliance, and continued growth of our program.
This position will assist with supervising and supporting Recovery Managers, reviewing documentation, monitoring program requirements, coordinating client services, training staff, maintaining program trackers, conducting community outreach, and developing professional partnerships.
The selected candidate will work closely with agency leadership and will be expected to exercise independent judgment when addressing routine program, staffing, documentation, compliance, and outreach matters.
The candidate will also promote Helpful Hands to Recovery, develop referral relationships, identify potential partnerships, represent the agency within the community, and increase awareness of the agency's Recovery Management services throughout Texas.
Primary Responsibilities
Program Operations and Staff Oversight
· Monitor Recovery Manager caseloads, calendars, schedules, service hours, and required client contacts.
· Provide routine oversight, guidance, and support to Recovery Managers.
· Conduct regular individual and team check-ins with staff.
· Assist with assigning clients and balancing staff caseloads.
· Coordinate staff coverage for absences, vacancies, schedule changes, and urgent program needs.
· Monitor staff productivity, responsiveness, attendance, communication, and completion of assigned duties.
· Address routine staff performance concerns and provide corrective feedback.
· Identify concerns requiring formal disciplinary action and report them to agency leadership.
· Assist with developing and implementing program procedures, workflows, checklists, and staff expectations.
· Exercise independent judgment when resolving routine program and operational concerns.
· Prepare weekly reports regarding program activity, staffing concerns, outstanding documentation, client needs, and upcoming deadlines.
· Escalate significant client, employee, billing, legal, safety, or regulatory concerns to agency leadership.
Documentation and Compliance
· Track Individual Recovery Plans, assessments, Medicaid eligibility verification, monthly documentation, and other required deadlines.
· Review progress notes for accuracy, individualization, completeness, service relevance, and compliance with agency expectations.
· Provide staff with documentation corrections and specific feedback.
· Follow up with staff to ensure corrections are completed within required timeframes.
· Monitor whether documentation accurately reflects services provided and supports billing requirements.
· Conduct routine chart audits and documentation reviews.
· Identify repeated documentation concerns and provide targeted retraining.
· Help ensure required client forms, assessments, service plans, and monthly documents are completed timely.
· Assist with preparation for HHSC, Medicaid, contractual, internal, or external compliance reviews.
· Help monitor compliance with HHSC requirements, Medicaid standards, contractual obligations, and agency policies.
· Maintain accurate compliance, documentation, and deadline trackers.
· Recommend process improvements when recurring compliance or documentation concerns are identified.
Client and Service Coordination
· Communicate with provider agencies, group homes, Local Mental Health Authorities, case managers, nurses, psychiatric providers, medical providers, and other treatment-team members.
· Assist with coordinating Individual Recovery Plan meetings, discharge meetings, transfer meetings, interdisciplinary team meetings, and other client-related meetings.
· Monitor client hospitalizations, placement changes, service refusals, missed appointments, arrests, safety concerns, and other significant events.
· Support Recovery Managers with difficult client situations and unresolved service needs.
· Assist staff with identifying community resources and coordinating appropriate referrals.
· Help ensure services are individualized, person-centered, recovery-oriented, and connected to each client's goals.
· Assist with client transfers, discharges, residential changes, and continuity-of-care needs.
· Follow up with treatment-team members when communication, documentation, or assigned actions remain outstanding.
· Support communication between Recovery Managers, clients, residential providers, provider agencies, and agency leadership.
Staff Training and Development
· Assist with recruiting, interviewing, onboarding, and training Recovery Managers.
· Train new employees on agency policies, documentation expectations, timelines, tracking systems, communication requirements, and program procedures.
· Provide ongoing coaching and support to staff.
· Develop or update training materials, templates, examples, guides, and checklists.
· Identify staff training needs based on chart reviews, performance concerns, client needs, and program changes.
· Conduct refresher training when recurring concerns are identified.
· Support staff in improving organization, documentation quality, professionalism, communication, and accountability.
Marketing and Community Outreach
· Promote Helpful Hands to Recovery and its Recovery Management services to community partners and potential referral sources.
· Develop and maintain professional relationships with provider agencies, group homes, Local Mental Health Authorities, hospitals, psychiatric facilities, social workers, case managers, residential programs, and community organizations.
· Contact potential referral sources and educate them about the agency's services, eligibility requirements, and referral process.
· Identify potential partnerships and referral opportunities throughout Texas.
· Represent Helpful Hands to Recovery at provider meetings, community meetings, networking events, health fairs, conferences, and professional events.
· Schedule and participate in introductory meetings with potential community partners.
· Assist with creating and distributing informational packets, brochures, presentations, email campaigns, social media content, and other marketing materials.
· Conduct follow-up communication with potential partners and referral sources.
· Maintain a detailed marketing and outreach tracker documenting contacts, meetings, follow-ups, referrals, partnerships, and outcomes.
· Develop outreach plans for current and developing service regions.
· Provide regular reports to agency leadership regarding marketing activities, referral development, potential partnerships, and outreach outcomes.
· Help increase awareness of Helpful Hands to Recovery and support continued program growth.
Minimum Qualifications
· Bachelor's degree in social work, psychology, sociology, rehabilitation, human services, healthcare administration, public health, business administration, marketing, communications, or a related field.
· At least two years of experience in behavioral health, human services, healthcare, case management, community-based services, program coordination, community outreach, or a related field.
· At least one year of experience in a lead, supervisory, training, quality-assurance, program-coordination, compliance, marketing, or community-outreach role.
· Experience working with adults with serious mental illness.
· Experience with community-based behavioral health, case management, recovery services, supportive housing, Medicaid-funded programs, or similar services.
· Experience reviewing progress notes, service plans, assessments, reports, or related documentation.
· Experience providing staff feedback, training, coaching, or oversight.
· Experience building professional relationships and communicating with community partners.
· Strong written, verbal, organizational, leadership, and time-management skills.
· Ability to exercise independent judgment and resolve routine operational concerns.
· Ability to provide direct feedback and hold staff accountable for deadlines and performance expectations.
· Ability to manage multiple priorities, staff needs, client concerns, and program deadlines.
· Proficiency with Microsoft Office, Google Workspace, shared calendars, spreadsheets, and electronic documentation systems.
· Reliable transportation and willingness to travel locally and occasionally within Texas.
· Ability to pass all required background checks.
Preferred Qualifications
· Master's degree in social work, psychology, counseling, rehabilitation, public health, healthcare administration, business administration, or a related field.
· Experience as a Recovery Manager, case manager, Qualified Mental Health Professional, behavioral health supervisor, program coordinator, outreach coordinator, or team lead.
· Experience with HCBS-AMH services.
· Experience with HHSC-funded or Medicaid-funded behavioral health programs.
· Experience with CMBHS, ANSA assessments, Individual Recovery Plans, Medicaid eligibility verification, or Medicaid documentation.
· Experience conducting chart reviews, documentation audits, compliance monitoring, staff training, or corrective-action follow-up.
· Knowledge of Social Security, Medicaid, psychiatric care, medical services, housing resources, benefits, and community-based supports.
· Experience communicating with group homes, provider agencies, Local Mental Health Authorities, hospitals, psychiatric facilities, and community organizations.
· Experience with referral development, business development, networking, social media, marketing, or community outreach.
· Experience speaking or presenting to professional groups or community organizations.

Schedule and Work Expectations
This is a full-time, W-2, salaried-exempt position. The typical schedule is Monday through Friday during regular business hours.
Because this is a salaried-exempt position, the employee may occasionally be required to work outside the normal schedule to address meetings, deadlines, urgent client matters, staff coverage, community events, networking opportunities, or other business needs.
The position may include a combination of office-based, remote, and community-based responsibilities, depending on agency needs. The employee must remain available, responsive, and able to fulfill all assigned duties and program responsibilities.
Compensation and Employment Classification
· Annual salary of $45,000–$48,000, based on education, qualifications, and experience.
· This is a W-2 employee position.
· This position is intended to be classified as salaried-exempt.
· The employee will receive a predetermined salary each pay period in accordance with the agency's payroll schedule.
· The employee is not eligible for overtime compensation, subject to applicable federal and state wage-and-hour requirements.
· Mileage reimbursement may be available for approved work-related travel in accordance with agency policy.
· Performance-based bonuses may be considered based on program growth, outreach outcomes, referral development, documentation compliance, staff performance, and overall program outcomes.
