1. A Baccalaureate Degree in Business Administration, Public Administration, Management, Psychology or a related field, with emphasis in Human Resources Management and/or Employee Relations; and
2. Five (5) years of progressively responsible experience in developing and administering policies, programs, and practices for employee management, interpreting, administering, and disseminating personnel policies, and liaising and maintaining relationships with outside organizations or parties, three (3) years of which must have been in a responsible administrative, managerial, and/or supervisory capacity; or
3. A satisfactory equivalent combination of education, training, and/or experience. Possession of a valid, professional HR certification (SHRM-CP, SHRM-SCP, PHR or SPHR) can be substituted for up to one (1) year of responsible administrative, managerial, and/or supervisory capacity, as described in “2” above. However, all candidates must have at least a high school diploma or its educational equivalent.
